Plans to extend Preston’s popular steam railway are set to be given the go-ahead by city planners.

The Ribble Steam Railway, which runs steam trips along the track from its base on Chain Caul Way to the junction with Strand Road, is looking to extend the huge shed it keeps its locomotives in.
It is taking on new engines and wagons having merged with the Furness Railway Trust in Cumbria.
The railway’s proposals have been recommended to be approved by the planning committee at Preston Council which is due to meet to debate the proposals next month.
In a report to the committee, city planning officer Chris Hayward said: “The proposed extensions to the existing engine shed would enable the applicants to provide covered accommodation for a significant proportion of the railway’s rolling stock.”
The railway had submitted plans to extend the shed onto an area of trees and scrubland owned by the city council to house five coaches and a full train in the shed with new pits to allow access for engineers running routine maintenance of the locomotives it garages on the site.
Chairman Dave Watkins said the merger with the Furness Trust, which is relocated from Grange-over-Sands, Cumbria earlier this year, meant it needed greater security and sheltered storage space for its locomotives and wagons at its base in the city.

Britain invented the steam locomotive and taught the rest of the world how to build them. Then we discovered the skills all over again! History records that the last steam locomotive built for British Railways was Evening Star in 1960. The last steam locomotive built in Britain for commercial as opposed to tourist purposes was a small narrow gauge tank engine in Leeds in 1971.
However, that was not the end of the story. Since volunteers took over the running of the Talyllyn Railway in 1951, many miracles have been worked by enthusiasts in the heritage railway sector – not least of all the building of new steam locomotives. With the demise of the steam age and the advent of diesel and electric traction,many classic steam locomotive types were rendered extinct by the scrapman before preservationists had the chance to save them. That left many gaping holes in Britain’s fleet of preserved steam engines – many of which are now being filled.
In 2009, an all-new LNER A1 Pacific, No. 60163 Tornado,was launched on the main line – the culmination of an 18-year project started by a handful of enthusiasts who came up with the idea during a conversation about the good old days. Tornado captured the nation’s imagination, generating headlines on radio and TV and drawing crowds wherever it went– and even hauled the Royal Train after being officially named by Prince Charles. The biggest new-build project to date, it was by no means the first – and certainly will not be the last. Not only are new steam locomotives being built by enthusiasts to replace those once thought to have gone forever, but there is also a thriving steam-building industry producing modern day steam locomotives for narrow gauge, miniature and tourist lines.
In this fascinating and profusely illustrated book, Robin Jones, editor of Heritage Railway magazine, looks at Britain’s third century of steam building and the many magnificent projects that are not only ongoing but which have been completed to resounding effect.

Regional Rail Link - Awarding of Construction Contracts (Department of Transport,Victoria) 31st December 2011


Victorian Premier Ted Baillieu announces contracts worth a total of $1.6 billion for work on the Regional Rail Link -- Australia's largest public transport infrastructure project.

Project construction will ramp-up in the New Year following the selection of contractors to build its two longest sections as well as install the technology which will manage the flow of trains along this new line and provide 'real-time' information to those using it.

The Regional Rail Link project is being built with funding from both the federal and Victorian governments, with the former contributing $3.2 billion. Once completed in early 2016, the new Regional Rail Link will remove major bottlenecks from the state's public transport system by separating regional and metropolitan trains.

Delivery of the Regional Rail Link project will involve a total of six major packages of work, with the remaining two contracts -- Southern Cross Station to Footscray and at West Werribee Junction -- expected to be awarded next year.

Computers which control train networks have been exposed as being at risk of hacking after a German security expert told a security conference in Berlin that hackers could shut down railway switching systems, by overloading them with traffic.

Operators are downplaying the threat, saying the system is both robust and secure but after a year in which numerous governments and companies, including some offering online security services, have been hacked, it is a warning train operators may want to consider.

Long-awaited Wenzhou Bullet Train Crash Report Leaves Netizens Outraged (NTDTV ) 30th December 2011


It's been more than five months since a high-speed train crash near Wenzhou left dozens dead and hundreds injured. On Wednesday, the Chinese regime finally publicly released a report on the cause of the crash. It blamed the crash on a combination of equipment failure and mismanagement. Chinese internet users flocked to microblogs like Sina Weibo with reactions to the report.

On Wednesday, the Chinese State Council issued a report on the fatal bullet train crash that happened on July 23rd in Zhejiang Province, near Wenzhou.

The bullet train lost power after being struck by lightning and came to a halt over a viaduct. Shortly after, it was rear-ended by another train, derailing seven carriages. At least 40 people died in the crash.

The long-awaited report criticizes the Railways Ministry for its sloppy management and poor handling of the rescue efforts. A total of 54 officials were blamed, including the former railway minister, Liu Zhijun, who was dismissed over corruption charges earlier this year.

The report sparked a nationwide uproar among Chinese netizens. One Sina Weibo post says, "So many people died in the accident, five months of 'difficult birth' to this 36-thousand word report only gives us dismissal, demotion, and punishment. How can the government convince the public using this!!!'"

Another Weibo user wrote, "Wenzhou train crash report...is the government trying to amuse us? Spent almost of half a year to investigate a reason we have already known. The outcome is only disciplinary action within the [Chinese Communist] Party. And then they simply find a scapegoat who has long been dismissed from his post."

The Chinese regime has been expanding its railway system rapidly over the past decade. Its railway industry has had a difficult year with the Wenzhou crash.

New projects of constructing high-speed trains were almost stopped. But the Chinese regime continues pushing ahead with its high-speed rail ambitions despite safety issues, construction fraud and lack of passengers.

The state-owned train maker, CSR Corporation, unveiled a prototype train on Tuesday. It's reported to reach a maximum speed of 310 miles per hour. So far, there is no indication of when the new model would be put into commercial use.

    Wenzhou Accident Report Not Yet Available, Higher Speed Train Is Proposed(chinaforbiddennews) 29th December 2011


    Anchor: While the investigation report of the Wenzhou high
    speed railway collision involving 40 deaths is not yet available,
    the Chinese media is highly publicizing the "completed rail
    tests at speeds over 500 km per hour."
    The industry said that a 500 km per hour speed is stale news,
    and yet, the Communist Party is deliberately speculating completion by the end of the year.
    The manufacturer also indicated that operation at such a
    high speed is not necessary.

    Chinese officials have yet to provide an investigation report for
    this July Wenzhou railway accident that killed 40 and injured 200.
    The Chinese media reported China High-Speed Rail will be
    testing a train at a higher speed.
    Xinhua News Agency reported on the 26th that "China South
    Sifang Locomotive & Rolling Stock Co." has built a test train at more than 500 km per hour.

    A Railway engineer believed that a train test at 500 km per
    hour is not really news.

    Railway engineer Mr. Chan: "In fact a train that runs at close
    to 400 or even around 500 km has been done before, everyone at the test run line knows this.
    That instantaneous velocity under very good railway conditions
    is absolutely possible.
    It is a measurement done as an indicator during a test run.

    It does not prove anything, but then, in terms of publicity,
    it's used as a tonic, a remedy to make up for the past accident."

    In fact, France has developed a train at speed of 574.8 km per
    hour which has not been put into the field.
    Japan's Bullet Train, and German ICE have all been tested
    at 500 km; the actual operation speed, however, has been kept below 300 km per hour.

    Railway engineer Mr. Chan: "The claim 'the world's leading
    software technology' is absolutely impossible.
    We are still working on these things with equipment bought
    from foreign countries, or
    by supporting a number of other domestic companies
    with core component purchased from overseas,
    and then we come up with other minor parts of a system
    assembled by ourselves, and claim that we are ahead of the rest; it is simply impossible.
    In terms of domestic technique, the train control technology is
    one of the weakest."

    Mainland netizens have posted "Show the high-speed rail
    accident report first", "300 km per hour is already a problem,
    who would take the one with speed of 500?" and other
    messages with a similar theme.

    Upon learning that the Governor of Calif. was coming to visit,
    Former professor of Urban Mass Transit Research Institute,
    Central South University Wang Chengli: "This type of car - better not take it, there's no security.
    You see that there's still no conclusion for the Wenzhou accident.
    Just try to cover some real issues."

    While Wenzhou accident investigation report is yet to be
    released, Chinese Minister of Railways, Sheng Guangzu,
    brought up the 400 billion yuan railway construction funds
    during the national railway work conference on the 23rd.

    Railway engineer Mr. Chan: "Although they dare not publish
    this accident report, the minister's talk has pretty much revealed the cause.
    He recognized that in the construction process the setting was
    too high, and the time was severely shortened,
    so to say, he has recognized the train run was permitted to run blind.
    That is, many tests might have been bypassed and omitted."

    China South Sifang Locomotive Chairman Zhao Xiaogang
    told the Beijing Morning Post that China's train will not necessarily run at 500 km per hour.
    He told Beijing News that operation at such high speeds
    is not needed.

    This makes people wonder why, under the condition
    when the safety issue is absolutely unknown,
    the officials would engage in such substantial investment
    in this technology.

    UK Government must act to stop 25 metre long lorries coming from continent. (Freight on Rail) 29th December 2011

    Campaigners are warning that 25 metre long mega trucks weighing up to 60 tonnes could become the norm on UK roads if the Government does not oppose European proposals to allow cross border mega trucks traffic.

    The European Commission is proposing changes that would allow mega trucks traffic between consenting countries. The current UK limit for lorries is 16.5 metres and 44 tonnes, but the Government recently approved a ten year trial of 18.5 metre long lorries, which is due to start in January.

    Campaigners argue that once European mega trucks are allowed to cross between member states, large UK haulage companies will claim they are unfairly disadvantaged and pressurise the Government to further extend the maximum size and weight to allow UK hauliers to operate 25 metre 60 tonne vehicles on UK roads.

    Philippa Edmunds, Freight on Rail manager, said: “The UK Government must oppose the European Commission proposals to allow cross border mega trucks traffic now otherwise in reality the Government will not be able to resist them in the future. The impacts of lorries two metre longer have not even been assessed yet, let alone an additional eight metres. Allowing mega trucks will lead to more road fatalities, more congestion and more pollution and will be disastrous for the rail freight industry which has the potential to take thousands more long distance lorry journeys off the road reducing congestion, road accidents and carbon emissions.

    Bringing mega trucks to the UK could also cost the tax payer dearly. Mega trucks are 50 per cent longer and a third heavier than existing HGVs. The cost of adapting road infrastructure to cater for mega trucks 1, such as strengthening bridges, is likely to run into billions. In Austria, a much smaller country than the UK, adaption costs have been estimated at €5 billion.

    The stated aim of this consultation is to clarify rules for international traffic of bigger/heavier HGVs, ie mega trucks, which do not comply with existing regulations. It uses the terminology EMS or Modular concept which means mega trucks, ie 25 metre up to 60 tonnes HGVs. The reality is that if changes are made to allow international circulation of mega trucks across borders, mega trucks will come to the UK by default over time. ref Legal clarification section 6.4 P17, all the questions 1-6 could lead to relaxation of the current restrictions and in particular questions 1,3 & 6. A detailed briefing is available on request.

    Freight on Rail supports other measures proposed in the revision:- ref section 6.2 Energy & CO2 efficiency P5

    a) to enhance cab aerodynamics to improve safety and fuel efficiency providing that cab conditions for drivers are also improved on the grounds that this approach is a much better way to increase safety, reduce pollution and fuel consumption rather than increasing lorry sizes.

    b) Cater for 45 ft containers as long as the loading capacity dimensions are not changed ref section 6.3 P11 Intermodality and innovation in transport needs

    2. The European Commission's own research in Jan 2009 stated that mega trucks are individually more dangerous than standard HGVs (TML Effects of adapting the rules on weights and dimensions of HGVs as established within directive 96/53/EC, p14, penultimate line, 6 November 2008, DGTREN website). Mega trucks have the potential to be considerably more dangerous to road users. The double articulation of a mega trucks improves maneuverability at slow speeds, but increases side to side oscillation i.e. a ‘snake’ effect (rear amplification) and problems with other maneuvers at cruising speeds, for example changing lane on a dual carriageway. Overall weight and length increases would increase the forces involved and thus the strength of these outswing movements.

    3. Review of Government proposals for longer semi trailers, an independent report from transport consultants MTRU commissioned by Freight on Rail, concluded extending the maximum lorry length to 18.5 metres could lead to six extra deaths per year, result in 4 to 8 per cent more collisions and lose small and medium sized hauliers up to £1.8 billion in depreciation costs over five years.

    4. Existing HGVs are over three times more likely to be involved in fatal accidents than cars on major roads due to a combination of size, lack of proper enforcement of drivers' hours, vehicle overloading and differing foreign operating standards (Source: Traffic statistics 2010 table TRA0104, Accident statistics Table RAS 30017, both DfT

    5. LHVs would destroy the majority of rail freight which has a much better environmental record than road and force trainloads of freight back onto our congested roads. UK rail freight produces 70 per cent less carbon dioxide emissions than the equivalent road journey (Department for Transport Logistics Perspective Dec 2008, p8, section 10).
    LHVs would undermine container and bulk rail freight; Freightliner found that up to 66% of container traffic could be forced back onto the roads. Detailed examination of rail’s bulk freight flows found that up to 40% of aggregates currently carried by rail could switch to road.

    6. Rail freight is also more energy efficient as a gallon of diesel will carry a tonne of freight 246 miles by rail as opposed to 88 miles by road. An average consumer freight train can carry as much as 60 HGVs and an aggregates train can carry as much as 160 HGVs (The value of freight, Network Rail, July 2010).

    7. The economic and environmental case for longer lorries relies on the same questionable presumption used in the past to justify each increase in lorry dimensions, that there would be fewer but bigger trucks on the roads. In practice however, since the previous increases in dimensions there is no direct evidence of larger or heavier lorries leading to improvements in average payloads or a reduction in empty running. One in four HGVs are driving around empty 2 and almost half lorries are only partially full 3.

    8. Freight on Rail is a partnership between the rail trade unions, the rail freight industry and Campaign for Better Transport. It works to promote the economic, social and environmental benefits of rail freight both nationally and locally.


    1. HGVs are up to 160,000 times more damaging to road surfaces than the average car; some of the heaviest road repair costs are almost exclusively attributable to the heaviest vehicles.

    Vice-president Xi Jinping and Thai Prime Minister Yingluck Shinawatra visited a school in a village near Bangkok yesterday that was forced to suspend classes in late October because of severe flooding, giving students tablet computers and souvenirs.
    The Chinese government has offered a US$400 million loan to help Thailand rebuild areas hit by severe flooding since July. The worst flooding in half a century swamped more than two-thirds of the country and affected millions of people.
    The two sides signed two agreements and four memorandums of understanding on Thursday, including a 70 billion yuan (HK$86 billion) currency swap and a high-speed railway construction deal, the Bangkok Post reported.
    The high-speed railway project, which will link Bangkok and Chiang Mai, will have other routes added later, the report quoted Thai government spokeswoman Thitima Chaisang as saying.
    At Thursday's meeting with the Thai prime minister, Xi said China was willing to participate in Thailand's flood relief effort and its long-term disaster relief planning.
    He also expressed hope that order and the safety of ships and their crew along the Mekong River could be guaranteed by greater co-operation between the two countries.

    Department for Transport is providing over £80m towards a £188m deal led by Southern Railways to build 130 new railway carriages.
    The new trains are to be built by Derby-based train maker Bombardier following a procurement competition run by Southern.
    The Department for Transport and Southern have agreed to vary the franchise agreement to support this procurement.
    Transport Secretary Justine Greening said:
    "This deal for more than a hundred new carriages is great news for rail passengers and brilliant news for Bombardier and Derby.
    "It lands Bombardier with a crucial train order and I look forward to Bombardier workers in Derby being among the winners of this important deal.
    "This deal, helped along by my department, shows my determination to invest in Britain's railways: our support for Southern will boost capacity while helping British jobs. I can't think of a better outcome."
    The funding was earmarked by Greening in the Chancellor's Autumn Statement last month but is only being announced today following the signing of the contract between Bombardier and Southern.
    The deal is expected to be formally announced today (Weds) to the stock exchange in Toronto, where Bombardier Transportation UK Ltd.'s parent company is based.
    Southern Railways' passengers will experience the capacity benefits when the new carriages enter service in December 2013. The fresh order for rolling stock is also expected to have positive knock-on effects for Bombardier workers in Derby and elsewhere.
    Southern operate train services in South London, Surrey, Sussex and Kent .The agreement that has been reached between Southern and the Government also provides certainty to Southern about the expiry date of the franchise, which has been fixed at 25 July 2015. This provides clarity to any parties that may be interested in the new Thameslink franchise that commences in September 2013, with services that Southern currently operate being amalgamated into the Thameslink franchise in July 2015.

    We expect the patterns to cost about £16,000 alone so we have set the target at £50,000 to include the machining. This will be in the printed media in January, SteamTube gets there first!     The railway ministers should focus on developing a vision for 2030 and start executing it NOW ! Its getting late. All the trains are over crowed, there is shortage of tracks and frieghts are suffering as well. We haven't grown the tracks much post independence. Aviation is always be expensive and people cant afford to spend 24 hrs on train journeys. What is required urgently is fast trains and dedicated corridors and even Melgev like trains for twin cities.
    The crucial files keep lying unattended at ministers' office for months- there is no vision, no strategy- and the need for more tracks, freight capacity and fast trains is now becoming CRITICAL!. Somebody please wake up these guys, the wait for tickets is getting unbearable and economy is suffering as well for want of better railway infrastructure.
