Chaos threatens boom on the railways

These are both the best of times and the worst of times for the railways. They are enjoying an unprecedented boom with record passenger numbers and an investment programme that even the most diehard trainspotter could not have expected from a Tory dominated government mired in the language of austerity. Hundreds of millions are being spent on creating amazing new stations like Reading and Birmingham New Street, new trains for intercity routes, and two major schemes to help London commuters, Crossrail and Thameslink are due for completion around 2018, when work on Britain’s biggest ever engineering scheme, High Speed Two is also set to start.

Yet, not all is well in the railway garden, as illustrated so dramatically by the collapse of the franchise process for the West Coast main line that had to be pulled by the new transport secretary, Patrick McLoughlin. That has thrown the franchise process into disarray with delays to the letting of new deals and consequently a hold up in investment plans. This episode, stimulated by the desire of the Department for Transport to make operators pay as much as possible for the right to run services, is part of a wider malaise that boils down to one major issue: the railways are costing both taxpayers and farepayers too much....Continue Reading

“It is astonishing that the Government has had to cancel the West Coast Main Line franchise competition and delay other competitions. Just last month the Secretary of State told us that he was content with how the Department for Transport had handled the West Coast Main Line competition and that Virgin’s challenge to the outcome would be defended robustly.
“I expect the Department’s review of what went wrong to be available by the end of this month and we will want to examine that very carefully. We will also want to know how much this episode has cost the taxpayer, what lessons will be learnt, and what will be the wider implications for franchising. In addition, I expect the Committee to look closely at the Government’s review of franchising when it is published at the end of this year.”

Train companies helping Britain back to work (ATOC) 31st October 2012

Exeter, Canterbury and Liverpool are among the towns and cities where people are making the most of half-price rail travel to go the extra mile in their search for work, research by the Association of Train Operating Companies (ATOC) has shown.

Jobseekers up and down the country are taking advantage of a 50% discount on rail travel to get to interviews and to take part in vocational training, under a scheme that is being extended by train companies this week.

The Jobcentre Plus Travel Discount Card, administered by Jobcentre Plus staff, is given to eligible unemployed people who are willing to travel further afield to find work or for training. The areas of the country where the most journeys per head of population are made using the discount card are:

• Exeter – 45.7 journeys per 1,000 of population (local unemployment rate of 6.5%)
• Gloucester – 39.7 journeys per 1,000 (8.5%)
• Canterbury – 33.5 journeys per 1,000 (6.9%)
• London – 28.3 journeys per 1,000 ( 9.2%)
• Liverpool – 23.0 journeys per 1,000 of population (11.2%)
• Oxford – 19.3 journeys per 1,000 of population (5.7%)
• Southampton – 13.1 journeys per 1,000 of population (7.9%)
• Hereford – 11.0 journeys per 1,000 of population (5.9%)
• St Albans – 10.7 journeys per 1,000 of population (4.5%)
• Manchester – 8.5 journeys per 1,000 of population (12.8%)


As of this week, a single, national discount card will be available to eligible people in England, Wales and Scotland who have been out of work for 13 weeks instead of the usual six months. It offers jobseekers a 50% discount on a variety of fares as they travel to interviews, to the Jobcentre or to and from training, for up to three months at a time.

In the last ten years, 6,500,000 rail journeys have been made using what is now called the Jobcentre Plus Travel Discount Card, saving jobseekers a total of £11.2 million. Currently, an average of 7,723 journeys are made each week using the card, and ATOC research shows that 36% of people say they would not have been able to attend interviews without the help of the card.*

Edward Welsh, Corporate Affairs Director at the Association of Train Operating Companies, said: “We don’t just get commuters into work and home again, or business travellers to meetings at the other end of the country. The railway also helps the unemployed to look for work further afield than their home town which is good for jobs and the economy.”

Neil Couling, Work Services Director at the Department for Work and Pensions, said: "The Jobcentre Plus Discount Card is a great resource for jobseekers, helping them with the cost of train travel so they can attend interviews and training. I am pleased to be working with ATOC to deliver this and that so many more people will be helped by the scheme."

NOTES:
1. Figures showing the areas home to the most determined jobseekers were established by comparing the number of journeys made using the discount card with the local population in each city/town.
2. All figures for unemployment refer to Office of National Statistics data published at www.nomisweb.co.uk.
3. Set up in 1998, the scheme is a voluntary agreement between ATOC, Transport for London and Jobcentre Plus. Jobcentre Plus offices issue the cards to eligible jobseekers, which are valid for up to three months at a time. The card now entitles holders to a 50% discount on Anytime, Off-Peak and Season tickets (up to three months) across the National Rail network, as well as London Area Travelcards and Oyster pay as you go (on participating train services). The card aims to help people in their search for employment, or to attend vocational training. This card now incorporates the separate scheme for jobseekers in Scotland making it a national discount card for the first time. Other local schemes are available through Transport for London and Passenger Transport Executives.
4. Research conducted by ATOC shows the areas where jobseekers make the highest number of journeys using the discount card. The following tables measure the total number of journeys made during 2011/12, but are not adjusted for population.

 More than four out of five respondents who had not travelled by rail for the previous six months regularly took the train having held the card, with 36% saying that they would not have been able to travel to a job interview at all had they not had the card.
 A further 16% said they would not have been able to travel to their vocational training without the card.
 The survey showed that 86% of those who had previously not travelled by rail in the last six months travelled by rail more often having had the card, with 24% travelling by rail weekly, while a further 38% travelled at least monthly.
 The research also found that the people most likely to be travelling using the card were unemployed men and women aged between 16 and 25.

When ministers have digested the excellent Laidlaw report into the West Coast franchising fiasco, (at http://assets.dft.gov.uk/publications/laidlaw-report/laidlaw-report.pdf), there will be an awful grinding of teeth. It really does not seem to give a way out of the franchising dilemma and the question of ‘what the hell do we do now’ must hang in the air.

Laidlaw identifies a variety of factors that led to the collapse of the deal. He cites complexity, lack of planning and shortage of resources – exacerbated by cuts in both in house and consultant numbers – as contributory factors. Crucially the problem arose because of the desire of ministers to get rid of the relatively crude cap and collar arrangements and replace them with a more complex set of criteria designed to ensure that companies did not make super profits merely because of a buoyant economy or went bust in the event of a recession. As I have written in this week’s Rail magazine, it seems that either long term franchises are dead or passing on revenue risk is dead. It seems impossible to keep both and have a coherent franchising process. Given that the Richard Brown review will be allowed to make any suggestions apart from renationalisation, I suspect that concessions like the London Overground deal for at least some franchises will be suggested, but this will greatly displease my friends at ATOC who like the idea of possibly making unlimited profits out of their contracts.

  • The New Bus for London also makes an appearance
London Underground has been a popular location for film makers over the years and now the world's most famous secret agent, James Bond, has given it the nod.
Skyfall, the 23rd film in the Bond series, was filmed in part in London and includes an action sequence on the Tube. The iconic new bus for London also makes an appearance, filmed driving down Whitehall.
It is one of the biggest film productions ever to be filmed on the Tube, with over 450 cast and crew filming at Charing Cross station over several weeks earlier this year.

Classic film

The Tube has proved to be a key location for films set in London including Harry Potter, Bourne Ultimatum and horror classic American Werewolf in London all featuring scenes on the Tube.
Over recent years the disused platforms at Charing Cross and Aldwych stations have proved popular with film makers who are able to take advantage of a site that mirrors a busy Tube network but with the benefit of not disrupting the running of the railway.
Kate Reston, Head of London Underground Film Office, said: 'The Tube has been an integral location for film making in London for over eighty years from Hitchcock's first talking film, Blackmail, through to Skyfall.
'Nothing identifies a location as being in London quicker than the inclusion of an Underground station or train.
'It's a unique and instantly recognisable backdrop and is recognised around the world and instantly the viewer knows that it's in London.
'Skyfall was one of the biggest productions that I've had the pleasure to be involved in.

Station stars

'Though filming took place over the course of several weeks, months of preparation work with the production team preceded it, a culmination of nearly a year's work.'
It is not the first time that the Tube has featured in a Bond film.
Die another Day (2002) featured a scene at a disused station but actually the film makers built the set based on a visit to Aldwych station.
LU will be celebrating its 150th anniversary next year and it has always played a hugely important role in the success of London - from the growth of the early network which led to the expansion of the suburbs in the last century through to today's system, which successfully moved record numbers of people during the Queen's Jubilee and London 2012 Games.
All revenue generated from filming on the Tube is reinvested back into the transport network.

    West Coast Main Line: Laidlaw Inquiry interim findings (DfT) 30th October 2012

    The independent inquiry into the Department for Transport’s handling of the franchise competition to run the West Coast Main Line has submitted an initial findings report to Transport Secretary Patrick McLoughlin.
    In the interests of transparency, Mr McLoughlin has today published that report, alongside a covering letter, and this afternoon delivered an update to Parliament about this report and wider progress on ensuring continuity of service on the West Coast Main Line.
    Sam Laidlaw, the senior business figure and DfT non-executive director leading this independent review, has asked the DfT to release the following statement on behalf of his inquiry:
    “In the limited time available this is necessarily only a preliminary report. What is clear however is that in seeking to run a complex and novel franchising competition process, an accumulation of significant errors, described in the report, resulted in a flawed process.
    “These errors appear to have been caused by factors including inadequate planning and preparation, a complex organisational structure and a weak governance and quality assurance framework. The full causes and the lessons to be learnt will be addressed in the final report of my independent Inquiry to be published at the end of November.
    “Firm judgments should not be made based upon what are provisional findings or wider conclusions drawn at this stage.”

    European Transport Ministers give green light to Recast of the First Railway Package
    Today, European Transport Ministers at the Council meeting in Luxembourg put the official seal on the text agreed with the European Parliament regarding the proposal for a Directive establishing the Single European Railway Area – the Recast of the First Railway Package.
    “We are glad that this has come to an end and expect that a smooth and quick implementation process will take place in each member state”,commented CER Executive Director Libor Lochman.
    The European Commission, the Member states and of course the railway companies will now devote their efforts to the implementation of the Directive. Within 30 months, the Member States will have to transpose the Directive into their national legislation. Several details will also be defined and specified either via comitology procedure or directly by national governments.
    At the same time, CER is looking forward to the publication of the so-called Fourth Railway Package which will substantially revise the Recast of the First Railway Package.
    “It could well be the case that an article is being changed via the Fourth Railway Package by the European Parliament or by the Council while it is implemented by the Member States via the Recast of the First Railway Package at the same time!” said Libor Lochman.
    Today, I have a twofold hope. My first hope is that the proposal will take into account our suggestions and concerns. My second hope is that once the Fourth Railway Package will be voted, all institutions, associations, national governments and companies will work together to fully implement the rail acquis and to fully consolidate its rule into the market. This will then be the time for a period of legal and political stability and certainty for rail.”

    CAF signs a new contract to supply Rome Metro Units
    CAF has signed a new contract with the Rome City Council – ROMA CAPITALE – for the supply of 15 ROME METRO Units, with 6 cars each, including the maintenance of the Units for a period of five years. The deal is worth €113 million.

    These new units will run on the Metropolitan Line B of the Immortal City between Laurentina and Rebibbia, as well as on the Northern extension of this line, B1, the first section of which was opened this summer with three stations, with plans to eventually reach Ionio with the commissioning of the new units.

    These units are added to the 53 units already supplied by CAF for the ROME METRO since the signing of the initial contract in 2002, which are already providing passenger services on lines A, B and Rome-Lido, with the highest reliability and availability standards in the market.

    The new Rome Metro trains supplied by CAF will be made of aluminium, 6 car consists with 4 being motor cars and cabbed cars on both ends. They will also feature an unobstructed corridor enabling passengers to walk all along the train.

    These units have the most advanced technology and are designed for massive passenger transit under the most stringent quality and safety standards.

    This is a confirmation of the Company’s determination to play a greater role in the Italian market, where, in addition to the various successive contracts executed for the Rome Metro in the last few years, the Company is also supplying 8 Civity EMUs for Trieste and the Sardinia DMUs, and signed a contract late last year for the supply of 250 bogies for the Milan Metro.

Once only broadcasting for short periods it received its full broadcast licence from Ofcom early this year, having beaten off stiff competition from other potential broadcasters in the region. It has been on-air full-time since 18 May 2012 on 107.1FM.

    Crossrail has marked a major milestone in the construction of London’s new rail line with the lowering of a 550 tonne tunnelling machine into a 40 metre deep shaft in east London last night (Thursday), ahead of the start of tunnelling for Crossrail’s eastern section of the new rail line.

    Indian Ministry of Railways gets the go-ahead for Tupul-Imphal extension The Indian Ministry of Railways has received approval from the country's Cabinet Committee on Infrastructure to extend the new 26.9km broad gauge line from Tupul to Imphal.

    Punctuality on the railways reached 92.3% during period 7, according to monthly performance data released today by Network Rail. The data for Britain's train services covers the period from 16 September 2012 - 13 October 2012. This compares to 91.5% for the same period last year. The moving annual average is now at 91.7%.
