Consultation results reveal overwhelming support for Crossrail 2
 
 
Transport for London (TfL) and Network Rail have today published the findings of the Crossrail 2 non-statutory public consultation, which shows overwhelming support for the proposed new rail link between south west and north east London.
Boosting capacityThe Mayor of London, Boris Johnson, who believes this project is critical to boosting capacity on the suburban rail network and to galvanise economic growth in this part of the Capital, has welcomed the results, which shows 95 per cent of almost 14,000 respondents 'strongly supporting' or 'supporting' the principle of the scheme.

Even with the Tube upgrade works and the delivery of Crossrail 1, additional capacity on the transport network is needed to cope with London's forecasted population growth. Crossrail 2 would create a new high frequency, high capacity rail line with shorter journey times between southwest and northeast London.

It would help to relieve congestion on busy main line routes into central London and on the Underground network, while allowing communities around London to benefit from the creation of new jobs and new homes.

The project, which was given a boost in the summer when the Chancellor George Osborne announced the Government would pay £2m for a feasibility study into the high capacity rail project, could see trains running at a rate of between 30 to 40 trains an hour.

The Mayor of London, Boris Johnson, said: “This consultation reveals that there's a very clear stamp of approval for Crossrail 2 from Londoners and from business. People can clearly see the immense value of a project that will relieve pressure on suburban rail routes and on the Underground, as well as helping to spur economic growth in a key quadrant of the capital.

"In addition, if HS2 goes ahead, Crossrail 2 would provide a vital interchange at Euston which would be under significant strain from greater passenger numbers. The key question now is not whether Crossrail 2 should happen, but how quickly can we get it built.”

TfL's managing director of planning, Michele Dix, said: “Crossrail 2 is vital if we are to support the predicted 10 million people that are expected to be living in London by 2031. The positive response we have received from the public and stakeholders for Crossrail 2 is really encouraging - it could be operational in 2030 but it is essential that work continues now to meet this target.”

Paul Plummer, Network Rail group strategy director, said: “London's railways are already the busiest and most congested in the country, with many main lines operating at, or close to, capacity. Projects like Thameslink and Crossrail will make a real difference but we must also press on with schemes such as Crossrail 2 so that public transport continues to support and drive economic growth in and around the capital.”

'Regional option'
Eighty-four per cent of respondents strongly support or support a 'regional option' which could benefit people in London Hertfordshire, Surrey and beyond by enabling more trains to run on busy National Rail routes. This route could be a combined underground and overground railway and could operate from Alexandra Palace and stations in Hertfordshire to various locations in south west London and Surrey. It would act as a further stimulus to development, particularly around the Upper Lea Valley, supporting more jobs and homes. It could also enable improved services to Stansted.

'Metro option'
A 'metro option' which could offer a high frequency underground service across central London was strongly supported or supported by 73 per cent of respondents. This option could be an underground railway and could operate between Wimbledon and Alexandra Palace. The route would relieve congestion on trains and platforms on the Northern, Piccadilly and Victoria lines and would help open up development opportunities along the route.

A route for Crossrail 2, formerly known as the Chelsea-Hackney Line, has been kept free from any intrusive building development since 1991 and any new buildings along the route have been constructed to allow for a potential new railway line.

TfL has reviewed this safeguarded route and has proposed that the two alternatives which were consulted on, a Metro option and a Regional option, would better meet the rail needs of the capital in the future. Both options do use parts of the original safeguarded route.

In May 2013 the Mayor, TfL and Network Rail launched the first phase of a public consultation on the proposed routes for Crossrail 2. The consultation closed on 2 August 2013 and almost 14,000 responses were received in total. The findings are now available online at http://www.crossrail2.co.uk.

TfL and Network Rail will together consider the Crossrail 2 consultation findings and will make recommendations on the next steps to the Mayor of London in spring 2014. If a decision is taken to progress, more detailed consultations would then take place.

News Digest: FRA Adjustment of Risk Threshold for Establishing Quiet Zones May Aid Communities and Federal Railroad Administration (FRA) Announces Rule to Help Passengers and Crewmembers in the Event of Emergency


FRA Adjustment of Risk Threshold for Establishing Quiet Zones May Aid Communities.  The Federal Railroad Administration’s annual adjustment of the Nationwide Significant Risk Threshold (NSRT) may provide some relief for communities struggling to establish or maintain quiet zones while continuing to address critical safety issues.  FRA developed this index to allow all Quiet Zone applicants to fully assess the risks of silencing train horns and pursue the additional safety engineering improvements needed to mitigate them.  The addition of engineering improvements has played a significant part in the 34 percent decline of highway-rail grade crossing incidents over the past 10 years. The NSRT calculates permissible risk, based on an average of the risk indexes for gated public crossings nationwide, where train horns are routinely sounded.  The Notice of Adjustment will be published in the Federal Register on November 26, 2013, and will also be posted on FRA’s website.  Contact: Kevin Thompson (202) 493-6024 .

 Federal Railroad Administration (FRA) Announces Rule to Help Passengers and Crewmembers in the Event of Emergency.   The Federal Railroad Administration today announced a new Final Rule intended to further help with the evacuation of passengers and crewmembers in the event of a rail emergency.  Among the provisions, the rule requires that vestibule and interior passageway doors on passenger cars be fitted with removable panels and windows to allow passage if the doors do not open, and to provide for manual override in opening doors.  It also requires floor or low-level lighting marking exit paths to assist passengers in reaching and operating emergency exists, particularly under conditions of limited visibility.  Further, the FRA is adding standards to ensure that emergency lighting systems are provided in all passenger cars, and strengthening requirements for the survivability of emergency lighting systems in new passenger cars.  Contact: Kevin Thompson (202) 493-6024 .

Previous underspends on maintenance work, deferred plans to renew infrastructure, and other factors including engineering works overruns are contributing to delays to rail passenger and freight services, according to new data published today by the Office of Rail Regulation (ORR).

ORR’s latest analysis of rail performance highlights that more than half of delays on the network are caused by problems attributable to Network Rail. While the company has made progress in reducing delays associated with civil engineering assets, such as bridges, approximately half of the delays attributed to Network Rail are a result of infrastructure failings. Asset failures are also on an increasing trend – particularly those related to track faults, telecoms failures and cable faults.

Between April and October this year, there were nearly 16,000 infrastructure incidents across the network, nearly 5% more than over the same period last year, despite benign weather conditions.  These incidents caused almost 1.7 million minutes of delay to trains nationally.

ORR’s evaluation attributes some of the increase in delays with Network Rail’s deferral of works for parts of the rail network such as tracks, level crossings and electrification. Network Rail has also significantly under-spent allocated funds. The company’s own regulatory accounts for the first four years of the control period show that it under-spent nearly £1.2bn meant for maintenance and renewal of its assets. The regulator recognises that the company faces the challenges of managing traffic growth and timetabling on a congested network, as well as constraints on the access needed to work on the track. However, ORR has urged Network Rail to make good use of the funds provided to renew the network and address the problems affecting performance.
Alan Price, ORR’s Director of Railway Planning and Performance, said:
“Safety has to be Network Rail’s top priority. Beyond that, its focus should be on delivering improved performance and increased capacity on the railways. The company is currently operating with a large underspend and a significant shortfall against the performance targets it signed up to. It is also behind schedule on its own maintenance and renewal plans. These factors are now contributing to delays to rail passenger and freight services. Network Rail must utilise its funding efficiently to address the increasing backlog of maintenance and renewals works, and improve performance, as it enters a new five-year delivery plan with more stretching targets.
“ORR has set new regulatory targets from 2014 for Network Rail’s asset management, particularly focusing on how it manages, maintains and renews the rail network.  We want the company to move from a ‘find and fix’ approach to maintenance to a ‘predict and prevent’ culture, to reduce the amount of failures affecting services. We see signs of good practice and want to see Network Rail working with train operators to deliver better for customers from the outset of its new delivery plan.”
Network Rail is between 0.9 and 5.1 percentage points short of the current funded punctuality targets as 122,600 trains missed performance targets between July and October.
In the next five years, the regulator will monitor Network Rail more closely to ensure it can deliver on its funded targets. Having studied the factors that led to underperformance in the past few years and consulted train operators, ORR is focusing on ensuring Network Rail has the right asset data, analysis tools and technology to support its maintenance and renewal teams.

A report published on November 26 by Canada's auditor general lists several shortcomings in the way Transport Canada oversees the safety of the country's 31 federal railways.

    EBRD finances new trolleybuses for Bishkek

    The EBRD and its donors are supporting the revival of the Kyrgyz capital’s trolleybus service and its company’s gender equality plan.


     

     


    Commuting to work or just travelling across Bishkek is no longer an ordeal for residents, now able to use the Kyrgyz capital’s new trolleybuses.
    With the help of an investment of US$ 10.1 million from the EBRD and US$ 5.5 million of grant funds from the EBRD Shareholder Special Fund (SSF), the Bishkek Trolleybus Company (BTC) has bought 79 new vehicles to replace most of its dated fleet and paid for a partial renewal of the electric infrastructure.
    The operation was also integrated with one of the first EBRD gender analysis and action plan projects.
    The investment signals a comeback for one of the oldest, most reliable and cleanest forms of transport.
    Public transport in the city will also be able to compete with the privately operated minibuses which, despite being dangerously crammed and heavy on carbon emissions, currently dominate the streets.
    The rise of the minibuses was the result of the decline of the trolleybus service. The  minibuses five-fold increase in the number of passengers over the past two decades,  up to 140 million a year, is paralleled by the loss of two thirds of trolleybus users, down to 23 million in 2010.
    The reason residents turned their backs on trolleybuses was straightforward enough.
    Gulnara Yessentayeva, an EBRD monitoring analyst who lives in Bishkek and worked on the new project, remembers how frequent break-downs would leave people stranded at the bus stop for hours.
    “I had to wake up before dawn to make sure I would not miss the 8am University class,” Ms Yessentayeva recalled.
    Word on the streets today tells a different story. Women and elderly people are among the customers that are most pleased with the new fleet.
    “I like these [new] trolleybuses because they are spacious, clean and good for the environment,” said one passenger on line 12. “Compared to minibuses, the trolleybus is a real pleasure.”
    With the support of the Bank, BTC tried a new approach to provide a demand-driven service. Before the purchase of the vehicles, the company surveyed passengers’ needs, with particular attention to more vulnerable categories of trolleybus passengers.
    Their requests for easier access have determined the choice of 35 low-level trolleybuses. Now trolleybuses can be reintroduced on two routes that were no longer served for lack of available vehicles.
    The municipality’s strong commitment to improving its service is mirrored by its determination to improve its institutional development and fairness in its human resources practices, an effort supported by the Bank’s SSF.
    “We’ve now got a Gender Action Plan in place which will help us increase the number of women drivers,” explained Nazgul Shamekova, a municipal trolleybus driver for over 13 years.
    She is one of BTC’s 660 employees to benefit from more gender equality in the workplace. According to the newly introduced plan, for example, women from the suburbs of Bishkek will be trained to become professional electricians, which until now has mainly been the preserve of male colleagues.
    The investment programme was eagerly backed by the Early Transition Countries Fund, which supported the company with engineering design and implementation, and by the Czech Republic which funded a corporate development programme.
    The programme helped BTC prepare a long-term business and marketing plan to increase efficiency, revenues and cost coverage.
    In addition, the TaiwanBusiness-EBRD Cooperation Fund has provided technical cooperation funds to prepare the next modernisation move which will introduce for the first time an electronic ticketing system.
    This will make Ms Shamekova and fellow drivers’ lives even easier because they will no longer have to collect fares.
    “This work is different, there are always new people to talk with,” she said, smiling from behind the wheel of her trolleybus. “Basically, it’s about being on the move.”

    HIGH SPEED RAIL IS UNDERWAY IN AMERICA!
    California High Speed Rail Authority is Seeking Qualified Firms for Construction Packages 2 and 3.
     
    In August 2013, the California High Speed Rail Authority awarded a $985 million Design-Build contract to the Tutor Perini/Zachry/Parsons Joint Venture for Construction Package 1 of the First Construction Segment of the HSR line in California's Central Valley. Package 1 covers 29 miles of the line from Avenue 17 in Madera County to E. American Ave. just south of the Fresno city limits.
     
    As work proceeds on Construction Package 1, the California High Speed Rail Authority is now in the process of qualifying firms for Construction Packages 2 and 3, which will cover civil works from E. American Ave. to the Kern/Tulare County line, for a total of 60 miles.

    On October 9 the Request for Qualifications was issued for this segment of the system.
     
    The due date for Statement of Qualifications from interested firms is Dec. 6.

    Two studies released Wednesday by the U.S. Travel Association and the Eno Center for Transportation, reveal that infrastructure in America is already struggling to keep up with current air travel demand. Expected growth in passenger volume threatens to overwhelm the system completely, and significantly harm the U.S. economy.
     
    U.S. air travel infrastructure is in such bad shape that Thanksgiving-like passenger congestion will be a year-round reality at nearly all of the top 50 U.S. airports within the decade, two new studies find.  Highway congestion is in a similar condition across America, and growing worse each year.  "The U.S. transportation system is no longer the envy of the world--in fact, we've fallen way behind our global competitors," said Roger Dow, U.S. Travel President.

    Major step forward for HS2 as hybrid Bill published

    The hybrid Bill gives government the powers to construct and operate a high speed railway between London and Birmingham.

    HS2 will take a major step forward today (25 November 2013) with publication of the Bill for phase one of the country’s new railway between London and Birmingham.
    The hybrid Bill, effectively the planning application for the scheme, will give the government the powers to construct and operate the railway. It will also give those affected by the proposed line the opportunity to petition Parliament, both for and against the proposals, and have their case heard by a committee of MPs.
    The government believes that the new line – the first to be built north of London for 120 years – is vital to meet the urgent rail capacity needs on the main rail routes into London. Parts of the West Coast Main Line are full in terms of the number of trains they can carry, many of which are full to overflowing. There are similar issues facing the East Coast and Midland Mainline.
    HS2 will spread prosperity throughout the country, connecting 8 out of 10 of the country’s major cities and particularly benefitting the midlands and the north. A recent study by KPMG estimated that when fully operational HS2 will generate around £15 billion of economic benefits annually.
    The publication of legislation for Phase One marks a significant milestone in the project. Once Royal Assent has been achieved, it is expected that construction of the line from London to Birmingham will begin in 2016 to 2017 allowing the line to open in 2026.
    Secretary of State for Transport Patrick McLoughlin said:

    HS2 is the most ambitious and important infrastructure project in the UK since we built the M25 30 years ago, and in 30 more it will be just as integral a part of the nation’s prosperity.
    The Bill will give us the powers we need to get the railway built and start delivering the extra room on our railways that this country so desperately needs. It will also start the process of rebalancing the economy and bringing our great cities closer together.
    That is why the Bill is so important – it marks the move from aspiration to delivery. Now is the time to be bold and ensure HS2 becomes a reality.
    The government will also publish today (25 November 2013) the environmental statement for Phase One of the scheme. The document sets out in detail the likely significant environmental effects of the scheme.
    It will allow those on or near the line of route to see exactly how they will be affected and give details of the ways in which the railway has been designed to reduce as far as practicable impacts on the landscape.
    These include that:

    • around 23% of the line between London and the West Midlands will be in tunnels and around 32% lowered into the ground with cuttings
    • landscaped earthworks and the planting of at least 2 million trees will further help to screen the railway, reduce the impacts of train noise and integrate the line into the landscape
    • much of the earth removed during the construction will be used to create these earthworks, greatly reducing the amount of earth that would have to be otherwise transported, cutting lorry journeys and associated congestion, disruption and pollution
    • drawing on Japanese technology, HS2 trains will be fitted with special features to help reduce noise: considerations include the use of wheel farings to cut the noise made by the wheels on rails – the biggest source of noise on any electrified railway; and eliminating the gaps between each train carriage to cut noise and boost aerodynamic efficiency
    The publication of the hybrid Bill has been widely welcomed as a significant milestone towards delivering HS2.
    Director General of the British Chambers of Commerce (BCC) John Longworth said:

    We have consistently said that investing in HS2 is the best way to deliver increased capacity to our overstretched railways. And it’s not just existing capacity that’s a problem. If we want the economy to grow and businesses to prosper, we are going to need more capacity in the future. The problem is not going to go away and we are at risk of stifling future growth.
    HS2 simply must be built if we are to avoid crippling delays, stifling carriage conditions and weekend chaos that conventional upgrades will bring. Major infrastructure projects have always been controversial in the past. The M25, Crossrail, and the Channel Tunnel were not universally called for, yet look at the economic benefits they have delivered over the years. A new high-speed rail network, as part of a wider infrastructure investment strategy, will release capacity on our roads, and enable firms to move both staff and goods with ease.
    Manchester City Council Leader Sir Richard Leese said:
    HS2 is a once in a century opportunity for Manchester, and it’s one we should grasp tightly. The deposit of the hybrid Bill into Parliament is a major milestone in making the new north-south high speed line a reality.
    Leeds City Region Local Enterprise Partnership chairman Roger Marsh said:
    The laying of the hybrid Bill today (25 November 2013) is an extremely important move forward for HS2. The new north-south high speed line will give a serious boost to the Leeds City Region economy through the transformational reduction in journey times not just to London but between the cities of the Midlands and North and by greatly increasing the capacity of the railways.
    Derby City Council leader Councillor Paul Bayliss said:
    Today’s (25 November 2013) laying into Parliament of the hybrid Bill to build HS2 is a very significant step forward in the development of Britain’s new north-south high speed railway. As the country’s leading city for advanced transport engineering, we welcome the economic opportunities that HS2 should bring, particularly if the East Midlands Station is in the right location.
    TUC General Secretary Frances O’Grady said:
    With rail passenger numbers along the west coast route set to rise sharply in the next few decades, HS2 is vital for delivering the extra capacity that passengers will need.
    But HS2 isn’t just about helping passengers, it can boost growth and help rebalance the economy too. HS2 will provide new business opportunities at stops along its route, while local employment and apprenticeship clauses could help HS2 to create many thousands of high quality jobs across the country. This is an opportunity we can ill afford to miss out on.
    The Department for Transport is also today (25 November 2013) publishing several other documents which have interdependencies with the Bill.

    Federal Railroad Administration Celebrates Opening of New Railroad Bridge: Recovery Act Rail Project Completed Early and Under Budget.

    OSAGE CITY, Mo. – The U.S. Department of Transportation’s Federal Railroad Administrator Joseph C. Szabo today participated in the ribbon cutting ceremony for a new railroad bridge that will eliminate the last chokepoint along the line between Jefferson City and St. Louis. The $28 million project received $22.6 million in American Recovery and Reinvestment Act (ARRA) funding under the U.S. Department of Transportation’s High-Speed and Intercity Passenger Rail Program and was the largest ARRA project in the state of Missouri.  Administrator Szabo joined Missouri Department of Transportation Director Dave Nichols, officials from Amtrak and Union Pacific Railroad and other dignitaries at the event.

    “Railroads play a key role in our ability to move both people and goods, a need that will only increase in the coming decades,” said U.S. Transportation Secretary Anthony Foxx. “The Obama Administration is committed to working with transportation leaders like Governor Nixon and Senator McCaskill, to make sure the nation’s rail system is efficient, reliable and supportive of economic growth.”

    The new Union Pacific Railroad bridge spanning the Osage River will reduce delays for more than 600 passengers traveling on Amtrak’s Missouri River Runner and the 60 freight trains that currently operate over the 283-mile Kansas City to St. Louis Corridor each day.  On the old bridge, passenger and freight trains would often have to wait until a train coming from the opposite direction cleared.

    With the addition of  the new 1,200-foot  structure, located just east of Jefferson City in Osage County, the rail corridor between St. Louis and Jefferson City now consists entirely of two mainline tracks that will allow Amtrak passenger trains and freight trains to pass through the area unimpeded. As a result, the region’s four Missouri River Runner trains will see faster, more reliable service.

    “This new railroad bridge is yet another strategic investment in our rail infrastructure that will allow for higher performing passenger rail – while also laying a foundation to invest in faster, more frequent, and even more reliable service,” said Administrator Szabo. “It also advances the Midwest Regional Rail Initiative – a vision Missouri shares with eight other states to connect the Midwest’s 40 largest cities with high-performance passenger rail.”

    The Federal Railroad Administration, along with its 32 state partners and the District of Columbia, is laying the foundation for a higher performance rail network.  Sixty-five projects worth $4.1 billion in High-Speed Intercity Passenger Rail Program funding are currently completed, under construction, or will soon start construction in 20 states and the District of Columbia.  Bringing safe, reliable, convenient, and affordable intercity passenger rail to the U.S. will create jobs, increase economic development opportunities, promote energy efficiency and relieve congestion.
