ORR announces plans to formalise the Rail Delivery Group (RDG)

The Office of Rail Regulation (ORR) has today announced that it supports the formalisation of the Rail Delivery Group (RDG). This will strengthen the group’s ability to lead change benefitting the whole rail industry, and improve the value for money the sector delivers for passengers, taxpayers, freight customers and funders.

Following consideration of responses to ORR’s consultation, the rail regulator has proposed the incorporation of a new condition into the licences of Network Rail and passenger and freight operators who use the mainline network to enable each to be a member of the RDG and contribute to its work. The RDG will be able to engage with parties across the whole industry, building on their ideas and expertise to help drive improvements. 
 
The RDG was established in June 2011 in response to Sir Roy McNulty’s review of how the railways’ efficiency and value for money could be improved for rail users and taxpayers.
Licence holders must give their consent to the proposed modification by 13 November 2012. Changes to licences will then be implemented by the end of November.
