Rail regulator opens consultation on economic enforcement policy and penalties statement review

The Office of Rail Regulation (ORR) is seeking views from industry to help inform a review of its economic enforcement policy and penalties statement.
ORR is reviewing the current economic enforcement policy and tools at its disposal to hold Network Rail and the industry to account – such as levying financial penalties.
The purpose of the consultation is to provide clarity on the most effective ways to incentivise improvement and best practice within the rail sector – focusing on early, forward-looking and restorative intervention measures.

GB Railfreight and Electro-Motive Diesel celebrate Class 66 project with locomotive naming, as third batch arrives on UK soil  
GB Railfreight and Electro-Motive Diesel (EMD) today (8 December) celebrated the important work undertaken on their project to construct 21 new Class 66s for the freight operator’s fleet by naming locomotive number 66753.

In proceedings at Electro-Motive Diesel Ltd.’s Doncaster Roberts Road depot, which opened one year ago, John Smith, Managing Director of GB Railfreight, and Brian Edwards, Vice President of Sales, Locomotive Service Operations & Customer Performance at Progress Rail Services Corporation & EMD, spoke about the importance of the project for what was GB Railfreight’s largest ever investment in new locomotives.

The locomotive was named “EMD Roberts Road", in recognition of the significant investment made by EMDL in the Roberts Road depot that primarily serves GB Railfreight’s daily freight operations.  The name was also meant to honour the EMDL employees at Roberts Road who play such a pivotal role keeping GB Railfreight’s fleet operating at the top of all industry measures.

The naming ceremony came on the day that the third batch of Class 66s start unloading, having arrived from the US into the Port of Newport on Saturday (6
th December). The first batch arrived from the US into the Port of Newport in July 2014.

Railfreight and engineering staff were joined at the event by EMDL employees, the Mayor of Doncaster Ros Jones, the Chief Executive of Doncaster Council, Jo Miller, and various members of the rail press, exemplifying the significance of the project for the local community, as well as the wider rail freight industry.

Mayor of Doncaster, Ros Jones, said:
“With two of the biggest names in rail, based in the town and linking up on this deal, it is another example of how Doncaster and the rail sector go hand in hand.

“GB Railfreight has invested heavily in these new iconic locomotives which will be customised for the UK at Electro-Motive Diesel’s Doncaster depot with safety systems and radios as well as receiving their final sign off so they can enter use.

“Doncaster is, and always will be, the home of rail, a message that will be promoted by the newly-named ‘EMD Roberts Road’ locomotive as it travels up and down the country. With the national High Speed Rail College coming to the town soon, I have every confidence we will continue to be at the forefront of this expanding industry.”


John Smith, Managing Director of GB Railfreight, said:
“It is incredibly fitting that, on the day when the third batch of our Class 66 locomotives start their journey on UK soil, we celebrate the project with the naming of the 66753 locomotive. This has been a project of huge significance to the growth of GB Railfreight – the largest investment in locomotives in our company history – and I want to thank everyone at EMD for making the project such a success”.

“I am delighted to be a part of this event, celebrating the strong relationship between GBRf and EMD.  It is also gratifying to know that the UK freight operating companies put their faith in the Class 66, which continues to be the most productive, economical and reliable diesel locomotive in the UK.”

Unfortunately, a huge traffic hold up on the M1 meant that we were not present for the naming ceremony itself....but arrived just as the locomotive was being prepared to run back into the depot from the presentation area! Still, a few shots, and a little film were obtained to add to the above press release from GBRF, EMD and Progress Rail.
With special thanks to Kev Brocklehurst who was on hand to offer some support to a very frustrated person...Its the sort of occasion when you wished you had taken the other choice...and come by train!!

  • Research Confirms Transportation Index as Leading Indicator
     
     
    The Transportation Services Indexes (TSI) are leading indicators of economic cycles, according to new research released today by the U.S. Department of Transportation’s Bureau of Transportation Statistics (BTS).
     
    In a new technical report, Transportation Services Index and the Economy—Revisited, BTS reported that the two components of the TSI – the freight index and the passenger index – both lead the economy, although in different ways.
     
    BTS extended the TSI back to 1979, examining five re­cessions and numerous growth cycles. “When the accelerations and decelera­tions of the freight TSI are compared to the growth cycles of the economy, the freight measure leads by an average of approximately four months,” BTS said. “The passenger TSI exhibits fewer turning points, which were then identified as leading the business cycles of re­cession and expansion, also by approximately four months.”
     
    Turning points are times when the movement of an economic series changes direction.  For example, when TSI begins to decline after having increased, or when the economy begins to recover after a recession.
     
    BTS has issued the TSI monthly since March 2004. The Freight TSI measures the month-to-month changes in freight shipments by mode of transportation in tons and ton-miles, which are combined into one index. The index measures the output of the for-hire freight transportation industry and consists of data from for-hire trucking, rail, inland waterways, pipelines and air freight. The passenger TSI measures the month-to-month changes in travel that involves the services of the for-hire passenger transportation sector. The seasonally-adjusted index consists of data from air, local transit and intercity rail.
     
                In September, (the most recent release), the Freight TSI rose for the third consecutive month. It was 2.1 percent higher than at the beginning of the year and was 28.5 percent higher than the low during the recession in April 2009. The passenger index rose 0.2 percent in September from August and was up 9.5 percent in five years and up 15.1 percent in 10 years.

    Landlocked Central Asia linked to Persian Gulf by new Silk Road on rails.

    The final section of the 900-kilometre (560 mile) rail link through Turkmenistan, Kazakhstan and Iran has been inaugurated linking Central Asia to the strategic trade routes along the Persian Gulf. The latest version of the fabled Silk Road linking East to West and agreed in 2007 and following five years of construction at a reported cost of about two billion dollars the line is one of the most significant recent Asian rail developments. The route permits train service from Kazakhstan's city of Uzen through Turkmenistan to Iran's Gorgan where it will connect with Iran’s national rail network before making its way to the Persian Gulf ports.
