Belgium
The rail link "Liefkenshoek" strategic infrastructure in the heart of the port of Antwerp 09-12-2014
On 14 December, after a site six years, Infrabel - the manager of the Belgian railway infrastructure - activates the "Liefkenshoek". 16.2 km long and including the longest railway tunnel in Belgium (6km) dug 40 meters under the Scheldt, the link for the transport of goods will open up the left bank and thus increase the transportation capacity in the rail and around the port of Antwerp.

A direct link to Antwerp North, second in Europe Yard

How to summarize in a few words the Liefkenshoek rail link? Saying that she is the missing link between the left bank (including the "Deurganckdok", the largest tidal basin in the world) and Antwerp North marshalling yard on the right bank, the second largest train station Europe training. With Liefkenshoek freight trains will no longer have to detour reviews and saturated points (such as the Kennedy railway tunnel and the Antwerp-Berchem / Antwerp Schijnpoort) and win 40 minutes travel time.
The Liefkenshoek rail link, a true logistics platform facilitating intermodality is in Infrabel's strategy to gradually expand rail capacity in and around the port of Antwerp, and thus to support growth. Through a joint strategy with the port of Antwerp, the Flemish Government and Belgian l`État, Infrabel wants to increase the share of rail traffic (containers) from 8% today to 15% in 2030. Located at heart of European freight corridors, Belgium will increase so its attractiveness for all European freight shippers; if not the world.

16.2 km ... including the longest railway tunnel in Belgium

This commissioning is the epilogue of a construction site on 12 November 2008 and has held up to 600 people simultaneously.
His most spectacular stage was undoubtedly the drilling of two sluices single channel to a depth of 40 meters under the Scheldt. They were drilled to a maximum rate of 45 meters / day, thanks to two giant excavators (102 meters long). Finally, the Liefkenshoek rail link has the longest railway tunnel Belgium with a total length of around 6.7 kilometers.
The summer of 2012, Infrabel began the development of the railway infrastructure, which has thirty kilometers of track and catenary. The teams then proceeded to install signaling (50 signals and 244 km of cables) in charge of regulating and ensuring traffic safety.
The year 2014 was mainly devoted to safety testing prior to the authorization of placing in service delivered by the Service Security and Interoperability of Railways (SSICF).

A model of Public-Private Partnership

The realization of the Liefkenshoek rail link was made possible through a Public-Private Partnership (PPP). The investment, worth a total of € 873 million, includes the work done through private fund is € 690 million (via the project company LOCORAIL NV) and those made through public funding is € 183 million (Infrabel). The Flemish Government has made a financial contribution of € 107 million to limit the financial burden within the PPP.
Specifically, the private partner funded the civil works and will be responsible for maintenance and maintenance. For its part, Infrabel has dedicated its funds for equipment (track and signaling) as well as facilities for providing the highest level of security thanks to permanent monitoring system of the ETCS speed (European Train Control System) .dropoff window Monitored by camera 24/24, the tunnel Liefkenshoek also feature an evacuation of heat and smoke and an automatic system, unique in Europe, extinguishing with foam. This device can, in 3 minutes, foam fill a tunnel section.
Since 2013, for 38 years, Infrabel will pay an annual fee of periodic availability of approximately € 51 million. PPP "Liefkenshoek rail link", which received the award for "Infrastructure Deal of the Year 2008" by the British trade magazine PFI, is the second PPP project Infrabel after Diabolo (rail access Brussels Airport service since June 2012).

Inauguration and commissioning

Tuesday 9 December, the new Liefkenshoek rail link must be officially inaugurated. This event is attended by CEOs and representatives of the various partners (LOCORAIL NV, ACM Locobouw, Infrabel, the Port of Antwerp, SNCB & TUC RAIL).
As early as Sunday, December 14, goods operators can take the "Liefkenshoek" and contribute to a more direct and efficient rail traffic, beneficial to the future development of the activity of the port of Antwerp.
