Office of Rail Regulation (ORR)

Waterloo wins the battle to be top stop

4 December 2014
Waterloo has retained its position as the busiest station in Great Britain as top stations continue to attract growing numbers of passengers, reveal statistics published today by the Office of Rail Regulation (ORR).
Station usage statistics for April 2013 - March 2014 estimate that there were 98,442,742 entries and exits made by passengers at Waterloo station – an increase of 2.6% compared with 2012-2013 figures. London Victoria comes second with 81,356,330 entries and exits (an increase of 5.2%) and London Liverpool Street third with 63,004,002 (up 7.8%). The biggest climber this year in the top 10 stations was London Euston which clocked 41,911,706 entries and exits – a 9.4% jump on last year. Eight out of the top ten busiest stations in Britain were located in London, with Birmingham New Street coming in eighth (34,748,984 entries and exits, up 8.3%) and Leeds in tenth place (27,729,453 entries and exits, up 5.8%).
To find the busiest stations in your region, see infographic: http://orr.gov.uk/__data/assets/pdf_file/0003/15366/station-usage-infographic.pdf
You can also join ORR for a Twitter Q&A on Friday 5 December between 2pm and 3pm with data analyst Sneha Patel, to know more about how we collect data and analyse it as well as details about station usage in your region.
Station usage statistics are an estimate of the number of passengers travelling to and from each station (entries and exits) in England, Scotland and Wales. Figures are primarily based on ticket sales data recorded in rail industry systems. There are limitations to the dataset, as the figures are estimates and do not represent exact numbers.
Station usage figures are presented in alphabetical order according to station name but can be reordered by a variety of categories – e.g. number of passenger entries and exits, country or region, county or unitary authority. Guidance notes on how to filter the data are published alongside the report: http://orr.gov.uk/statistics/published-stats/station-usage-estimates

    Press Release

    Brussels, 04 December 2014

Italian Presidency makes partial contribution to Fourth Railway Package and adopts conclusions on transport infrastructure

On 3 December, European Transport Ministers adopted a set of Council conclusions on transport infrastructure and the Trans-European Transport Network, in the context of the upcoming review of the Europe 2020 strategy as well as a Progress Report on the Political Pillar of the Fourth Railway Package. The Community of European Railway and Infrastructure Companies (CER) welcomes these steps as they address fundamental market drivers which will contribute to the growth of the European rail sector.

CER welcomes the adoption of the Council conclusions on transport infrastructure and the Trans-European Network, which feed into the upcoming review of the Europe 2020 strategy. The conclusions rightly stress the role that investments in transport infrastructure and networks play in boosting growth and creating jobs in Europe. In this context, CER is closely following ongoing discussions about finding sustainable and cost-effective ways of funding and financing infrastructure projects, with a particular focus on the completion of the Trans-European Transport Network (TEN-T). Nonetheless, CER believes that the Connecting Europe Facility (CEF) remains the most appropriate instrument to fund infrastructure investments in the context of TEN-T projects, and is therefore of the opinion that any other new initiatives in this area should not lead to a reduction in the commitments that are contained in the CEF Regulation.

CER also notes the Progress Report that the Council adopted on the so-called Political Pillar of the Fourth Railway Package. This report provides a solid basis for further discussions which will continue in the course of 2015. Market opening is supported by most delegations, while the award mechanisms in place for Public Service Contracts will demand further detailed discussions. In the same dossier, most national delegations share concerns over the definition of Public Transport Plans as well as on the way in which fair access to rolling stock has to be guaranteed by local Competent Authorities. The re-establishment of the notion of “essential functions of the infrastructure manager” is backed by many delegations and it was asked that different governance models be put on an equal footing.

CER Executive Director Libor Lochman said: “The Italian Presidency has conducted several discussions on the Political Pillar of the Fourth Railway Package over the past months. The national delegations used these opportunities to voice their opinions on the Commission proposal. Many of the concerns expressed reflect those of the European rail sector. We want a single European open market for rail, with a legislation that offers balanced conditions for all types of services. CER is ready to contribute to carving out the most accurate and efficient legislative solution“.

He added: “We are now looking forward to the Latvian Presidency giving priority to the Technical Pillar of the Fourth Railway Package as the instrument that will enable significant cost reduction in railway technologies”.

    Smart Rail World
How high-res 3D imagery is helping grow Victoria’s rail asset database.
By Luke Upton, 4 Dec 2014
Today SmartRail World is in Melbourne, Australia to learn how Public Transport Victoria (PTV) who operate public transport across the region have worked with Geomatic Technologies to develop a high-resolution 3D panoramic imagery system that enables a fast and comprehensive update to their rail asset database and improve significantly their data management system.
PTV operates a web-based Asset Information System known as ‘Privatised Arrangement Support Systems’ or PASS-Assets. The data standard for PASS-Assets is governed by the Victorian Rail Industry Operators Group (VRIOG) and is designed to facilitate the sharing of asset information and to help manage data maintenance obligations between VRIOG members including PTV, Australian Rail Track Corporation (ARTC), Metro Trains Melbourne, VicTrack, V/Line and Yarra Trams. PASS-Assets is a web-based spatial information solution containing authoritative track alignment, signal and other rail asset data such as demanded by network ATP (Automatic Track Protection) and PTC (Positive Train Control) initiatives. Users including rail asset owners, track maintainers and industry stakeholders are able to visualise, search, interrogate and generate reports on a wide range of track and trackside assets.
