On the occasion of the Annual Conference of the European Rail Freight Association (ERFA), the UK Rail Freight Group (RFG) has today published a comparator between the UK and Germany railway structure.
It demonstrates that, in passenger satisfaction, growth in passenger and freight traffic, liberalisation and competition, the UK railway is well ahead of the German one, where one company owns both the track and the largest passenger and freight operator.
There is every reason to link the UK position with the structure of total separation of track and train, creating as it does, full transparency and competition in a much more effective single market, more akin to the air or road freight markets.
Although the UK Government is seeking ways of reducing costs and is encouraging our infrastructure manager (IM), Network Rail, and train operators to work more closely together, there is no suggestion of any ownership link or lack of transparency between them.
RFG Chairman Tony Berkeley commented: “The arguments for full legal separation of IM and all train operators remain as strong as ever, and we urge the European Commission to press forward to incorporate this essential prerequisite for growth in the rail sector in the Fourth Railway Package.”
