ATOC responds to ORR capability review

In response to the publication of the ORR’s capability review, Michael Roberts, Chief Executive of the Association of Train Operating Companies said:
“More than ever the ORR needs to focus on the day job of holding Network Rail to account effectively. The lion’s share of efficiency savings in the years ahead will come from the infrastructure side of the industry.
“Network Rail’s programme of devolution to regional business units is a golden opportunity for the ORR to demonstrate that it can raise its game and ensure that cost savings are delivered against the backdrop of a safe, reliable network. This would be the best way for the ORR to champion the interests of passengers.

“The oversight of train companies should remain with the franchising authority as part of longer, less prescriptive franchise contracts that allow operators more freedom to improve services and greater opportunity to drive down costs.”
