In China and Singapore high speed rail rules....... but even though the UK 's HS2 project has got through another court case, and regional newspapers sound a positive note for the prospects that HS2 will bring to their particular region, there is the possibility that the case could yet go to the European Court... for a ruling.
And whilst safety has moved on since the terrible Sutton Coldfield accident (1955) Bombardier's relinquishing a signalling contract on London Underground may cost the taxpayer £100 million. Who knows how this decision will impact on costs and budgets elsewhere..............

High Speed Two Limited (HS2 Ltd)
The Standing Order Committees of both Houses of Parliament have now both ruled in favour of the #HS2 hybrid Bill’s progression and confirmed that it can proceed as planned with a short extension to the Environmental Statement consultation, with the deadline now 11:59pm on Thursday 27 February 2014, and we are happy to comply.
We saw today the Supreme Court unanimously rejecting technical challenges which had no bearing on the need for a new north-south railway. We remain on track to get the scheme ready for construction in 2017. #HS2 is essential in helping rebalance UK growth - bringing greater prosperity to the Midlands and the north and delivering essential additional capacity for more trains and passengers across the network.

High Speed 2 Railway Line
Ian Paisley: To ask the Secretary of State for Transport whether repair work from storm damage to High Speed 2 railways during its construction has been factored in to the budget for the project. [183563]Mr Goodwill: The current estimate for Phase 1 includes a contingency allowance which recognises the level of risk and uncertainty on the project at this early stage of its development. This contingency includes provision for severe weather related risks during construction.
As the project progresses HS2 Ltd will review and update the risks which inform the contingency allowance, including the extent to which the severe weather provision is sufficient, recognising the difficulty in mitigating against naturally occurring events which are beyond the control of HS2 Ltd to prevent.

EU Policy Framework for Climate and Energy to 2030: CER advocates closer integration with transport policy

The Community of European Railway and Infrastructure Companies (CER) welcomes the objectives formulated by the European Commission in its policy framework for climate and energy in the period from 2020 to 2030. Transport is one of the key non-ETS sectors where special efforts will be required. An expansion of the share of railway transport would favourably support the achievement of the EU’s goals.

The documents presented by the European Commission on 22 January are an important first step in the definition of a strong European policy for the 2030 horizon. CER particularly welcomes the Commission’s proposals for a binding 40% reduction target for total greenhouse gas emissions; a binding target of at least 27% for renewable energy; and its proposal for a new European governance for the 2030 framework based on national plans.
Transport is the Achilles’ heel of Europe’s climate and policies. According to data from the European Environment Agency (EEA), EU transport emissions excluding international aviation and shipping increased by 19% between 1990 and 2011, while emissions from the energy industry, from manufacturing, from agriculture, as well as total emissions, all fell substantially over the same period. Transport is thus the only major sector that has contributed negatively to the EU’s goals to-date. CER therefore welcomes the fact that the Commission has reiterated the EU’s 2050 goal of a 60% reduction of transport emissions compared to 1990 – but notes that the turnaround needed to achieve this will have to be massive.
An expansion of the share of railway transport would favourably support the achievement of the EU’s goals for 2030 and beyond as railway transport benefits from low greenhouse gas emissions, high energy efficiency, and low reliance on imported fossil fuels.
CER Executive Director Libor Lochman said: “Expanding railway transport can facilitate the EU’s efforts towards achieving its climate policy and energy security goals. We need to pursue genuine joined-up thinking to ensure that the EU’s transport policies are fully aligned with the EU’s climate and energy policy objectives so as to ensure that all economic sectors can play their full role in supporting the EU’s common goals.”
UK Office of Rail Regulation (ORR) ORR appoints director, economic regulation

The Office of Rail Regulation (ORR) today announced it has appointed John Larkinson as director, economic regulation. In his current role as director, railway markets and economics at ORR, John led the 2013 periodic review – setting Network Rail’s funding and outputs for the next five years. An economist by trade he joined the rail regulator in 2005 from the Strategic Rail Authority and has since held a number of high-profile positions, including acting director for railway planning and performance. As director of economic regulation, his responsibilities will now involve monitoring Network Rail against the challenges of the next five years set out in ORR’s 2013 periodic review, including financial monitoring, and overseeing the delivery of ORR’s role as the consumer authority for the rail industry. Welcoming the appointment, ORR chief executive Richard Price said: "I’m delighted to appoint John to this role. John knows the railway and the challenges it faces, both from a regulatory and a commercial perspective. He also brings a focus to our work to make sure the railway’s customers are better served – for example getting better information from the industry, making sure big investments reflect their interests, and that they know their rights. "In the last eight years John has been a real asset to ORR, demonstrated by his work on our latest periodic review. I am sure John will be a great success in his new role."John will also work closely with ORR’s newly appointed director of railway markets and economics, Joanna Whittington, on the development and preparation of the 2018 periodic review.
