Today's news is dominated by the statement from the Secretary of State for Transport, Rt Hon Patrick McLoughlin regarding HS2. There will not be a direct line from the north through to Europe via St Pancras...rather, a redeveloped Euston......when it starts......a coherent plan in the offing, apparently. Jobs, growth, regeneration...


Better news on starting after the serious February flood damage....Seaton, Porthmadog, and Holme Tunnel repairs and readjustments completed...and only a few days to the Dawlish line reopening..

The brutal use of British prisoners of war by the Japanese to build a railway linking Thailand to Burma in 1943 was one of the worst atrocities of the Second World War. For the first time in 70 years, British POWs and their Japanese captors, many now in their nineties, open their hearts to tell the story of what really happened on the 'Death Railway'. Alongside the extraordinary experiences and stories of survival told by the British, their Japanese guards tell of different horrors of war, some never disclosed before.
Exploring how they have survived the terrible memories, this is an often inspiring story that many of these men have waited a long time to tell. On 21 March, the European Commission announced that it had issued guidelines related to Regulation (EC) N°1370/2007, the PSO Regulation. The Community of European Railway and Infrastructure Companies (CER) takes note that the guidelines were surprisingly adopted after having being shelved within the European Commission for more than a year.
 
These guidelines, which are still to be published in the OJEU, are the European Commission’s interpretation of the Regulation adopted in 2007 by the European Parliament and the Council.
 
In sharp contrast with what is stated in the European Commission press release/FAQ, the stakeholders were not sufficiently involved in the preparatory process of the interpretative guidelines. Almost two years ago, CER expressed some major concerns and highlighted the fact that some of the draft guidelines went beyond the text of the Regulation itself, adding rules where the co-legislators had not created any. However, since October 2012, no further consultation or contacts took place to address the stakeholders’ queries.
 
CER Executive Director Libor Lochman said: “I am not pleased to read in the Commission´s press release/FAQ that CER supports these guidelines while in fact, we do not know yet whether and how our concerns have been taken into consideration. I am convinced that when the Commission decides to make use of a consultation of the stakeholders, it should pursue the dialogue after the closure of the consultation period. These guidelines are, from a pure process viewpoint, a sad example of how things should not happen in Brussels if we want to maintain and enhance mutual trust between the stakeholders and the legislators.”
