MPs to debate second reading of High Speed Rail Bill.(Parliament.uk)

 
MPs are to debate the second reading of the High Speed Rail (London - West Midlands) Bill in the House of Commons on Monday 28 April 2014.



The debate is expected to start at 3.30pm following the conclusion of Home Office Questions, but could be later if any Urgent Questions or Ministerial Statements are granted on the day.
Timings are approximate and Parliamentary business is subject to change.
Transcripts of proceedings in the House of Commons Chamber are available three hours after they happen in Today’s Commons Debates.

Summary of the High Speed Rail (London - West Midlands) Bill

The Bill confers the powers required to construct phase 1 of the proposed HS2 scheme from London Euston to Birmingham Curzon Street with intermediate stations in West London (Old Oak Common) and at Birmingham Airport. It provides for a connection to the existing rail link to the Channel Tunnel (HS1) but not to Heathrow Airport.

Performance

National train performance for period 13 is 91.4%

  • Public Performance Measure

    The Public Performance Measure (PPM) shows the percentage of trains which arrive at their destination on time.
    PPM combines figures for punctuality and reliability into a single performance measure. It is the industry standard measurement of performance.
    Nationally around 60% of delays to train services are attributed to us. As well as infrastructure faults, this figure includes external factors such as weather, trespass, vandalism, cable theft etc. These external factors account for approximately one third of the delays attributed to us and 20% of all national delays.

    Performance for 2 March to 31 March 2014 (period 13)

    The national Public Performance Measure is 91.4%.
    This compares to 91.5% for the same period last year.
    The moving annual average (MAA) is 89.9%.

    Notes:
    • East Coast services were particularly badly hit by three major incidents during the period including an overhead line dewirement near Harringay, a track defect near Durham and a fatality near Hatfield. Overall, 48% of delays were down to Network Rail infrastructure, 21% to external factors, 14% to East Coast and 11% to other train operators.
    • Arrived on time - the measure of train punctuality also known as PPM (public performance measure) means trains arriving at their destinations within five minutes for commuter services and within 10 minutes for long distance services.
    • This measure of punctuality is commonly used throughout Europe.
    • National train punctuality is measured for all trains across the whole network, including cancelled services and delays caused by external factors (such as vandalism, extreme weather, suicides etc).
    • Punctuality did not start to be recorded in this vigorous and thorough way until 1997. Before then Railtrack, and BR before, did not measure all services and also excluded external factors and other items from their numbers.
    • These figures represent provisional data for the period and individual operators' performance data may vary slightly from the full period performance report that
    • Network Rail publishes on its website every month.
    • Network Rail and the train operators run more trains across Great Britain than are run in most European countries - almost 20% more than in France and 60% more than in Italy.
    • Great Britain 's 24,000 trains per-day is also more than Spain , Switzerland , the Netherlands , Portugal and Norway combined

    ORR publishes Occupational Health Programme 2014-2019 to mark Workers Memorial day.

    The Office of Rail Regulation (ORR) has today launched its occupational health programme for 2014-19, which focuses on embedding the health and wellbeing of people working in the railways into the culture of the industry.
    ORR’s ‘Occupational Health Programme 2014-19 ’, published on Workers’ Memorial Day, sets out the importance of health and wellbeing across the whole sector. The programme highlights industry progress in recent years. More organisations have adopted a health and wellbeing strategy and we have seen an increased focus on how organisations manage health in the workplace.
    The programme recognises the need for a more consistent approach to health across the industry and ORR will particularly focus on ensuring legal compliance while encouraging the industry to adopt best employment practice. It identifies four priorities for ORR and industry to deliver this;
     
    • Excellence in health risk management;
    • Greater engagement with employees and others;
    • Better efficiency and reduced costs from people suffering work-related ill-health; and
    • Enabling improvements in competency, information, co-ordination and control.
    Ian Prosser, HM Chief Inspector of Railways said:
     
    The health of thousands of people employed across the rail industry is crucial to our industry’s success. Since ORR first launched its occupational health programme four years ago we have seen improvements and successes, but the industry must do more. ORR’s occupational health programme for the next five years, published today, highlights our focus on ensuring that the health and wellbeing of people working in the railways is embedded into policy, culture and practice at all levels across the whole industry.

    Alongside the programme document, ORR has also developed a shorter summary leaflet setting out the key areas of ORR’s approach with industry. The documents can be found on our website http://orr.gov.uk/what-and-how-we-regulate/health-and-safety/occupational-health/ along with further guidance and practical case studies to help organisations and individuals to manage risks to health.
    Today the RSSB have also   published new resources following a s industry project to foster greater collaboration across the industry. These can be found on RSSBs website at www.rssb.co.uk/improving-industry-performance/workforce-passenger-and-the-public/workforce-health-and-wellbeing
