International & UK Railway News Tuesday 8th April 2014

The future prospects for high speed rail and various projects around the world make the news today.
A scathing assessment of the UK's HS2 project is made by someone on the other side of the Atlantic.

But there is an ongoing stop-start-stop-start situation with  Californian High Speed Rail too.
It would be OK if high speed trains went a little slower, or not so fast...carbon emissions , and all that.. that suggestion would rather seem to defeat the object of  the exercise!

Urban projects are also in the news..the driverless Milan Metro 5, the Honolulu project gets off the ground, Riyadh Metro work begins.

And how will the UK's baby boomer generation cope with transport provision when they can no longer drive their cars, through health, age or financial reasons?

The EESC adopts a favourable opinion on SHIFT²RAIL and asks EU for additional funding
During the plenary session on 25 March, EESC Members unanimously adopted an Opinion in which they highlight the crucial importance of SHIFT²RAIL: “The EESC strongly backs the SHIFT²RAIL initiative, which it sees as an important contribution to European industry in the strategic railway sector”. In this regard, the EESC notably “stresses the importance of SHIFT²RAIL for employment” and insists on “the importance of SHIFT²RAIL to maintaining the competitiveness of the European industry, which still produces more than 50% of the world total of railway equipment and services”.

Very importantly, the European Economic and Social Committee officially calls on the European Institutions to dedicate “additional funds” to the initiative.

Construction of ‘world’s biggest public transport system’ begins as Riyadh Metro offers solutions for a changing city.
By Luke Upton, 8 Apr 2014 08:30:00
"The phase of research and planning is over and now it is time for implementation.” - Prince Khalid Bin Bandar,
Construction work on the first metro rail system in the Saudi Arabian capital of Riyadh, began last week and is the latest major rail project to be underway in the nation.  The Riyadh Metro network will involve six rail lines extending 176km and carrying electrified driverless trains, in what Saudi officials believe will the world's largest public transport system. It has been developed, in part as a response to a number of societal and demographic changes taking place in the country and features an interesting and complex number of consortiums involved in its design and construction.
Prince Khalid Bin Bandar, the Riyadh Emir, speaking at the ground-breaking ceremony last week; “On this blessed day we witness the start of works on the grounds of the metro project…The phase of research and planning is over and now it is time for implementation”

HS2 Ltd joins rail industry body RSSB

Safety is paramount on the railways and the new north-south high speed rail network will very much build on the industry’s best practice. To ensure the highest safety measures are put in place as the project develops, HS2 Ltd is joining RSSB to benefit from the expertise on risk analysis, standards and research.

HS2 Ltd’s Technical Director, Andrew McNaughton said:

"This is another important step in the development of a world-class 21st century railway system that will bring huge benefits for the country. HS2 will free up much-needed space on our current network, shorten journey times between our biggest cities and deliver jobs and regeneration opportunities. It is one of our Strategic Requirements to design HS2 so that it will operate at a level of safety regarded as world-leading not just when it opens but throughout the century to come. The know-how of our colleagues, through RSSB, will be invaluable in securing this."

RSSB’s chief executive Chris Fenton said:

‘2026 may seem like a long way off, but the manner in which HS2’s infrastructure operates tomorrow needs to be considered today. Through RSSB, we can support HS2 in designing in safety and efficiency into its interfaces by providing access to industry’s shared knowledge base, data, analysis, standards, research, development and innovation as well as involving HS2 Ltd in tackling cross-industry challenges. I’m delighted to welcome HS2 Ltd into our membership.’

Becoming a member of RSSB means that HS2 Ltd links up with Network Rail, the train and freight operating companies, rolling stock leasing companies (ROSCOs) infrastructure contractors and suppliers in contributing to cross-industry collaboration to improve the rail system as a whole, as well as accessing a shared capacity to understand risk, guide standards and manage research, development and innovation.

The company joins the rail industry body in the ‘infrastructure manager’ category and it will be an opportunity to determine how the new rail link will work in practice while designing in critical characteristics such as safety.

HS2 Ltd is the company responsible for developing and promoting the UK’s new high speed rail network. Its current projection suggests construction of the London-Birmingham section could begin in 2017, with the route opening towards the end of 2026. Rail industry leaders see HS2 as a crucial contribution to increasing capacity for the railway and a long term investment in modernising the nation’s transport system.

Crossrail Tunnelling: TBM Victoria breaks through into Whitechapel.

Published on 7 Apr 2014
Crossrail's train tunnels are three quarters complete following the breakthrough of Victoria, one of the project's huge boring machines, into Whitechapel station.

The 150 metre long machine is named after Queen Victoria and began her journey at Limmo Peninsula in east London at the end of 2012. She broke into the huge underground space at Whitechapel where work is taking place 35 metres below the surface to create over a kilometre of new platform and passenger tunnels for the new Crossrail station.

During the second half of 2014, whilst tunnelling will continue, the project's focus will begin to shift to the substantial job of fitting out the stations and tunnels.
