Fatal accident at Frampton Mansell level crossing, near Stroud, Gloucestershire
RAIB is investigating a fatal accident that occurred on a level crossing at Frampton Mansell, between Kemble and Stroud, on Sunday 11 May 2014. At about 18:40 hrs, a motorcyclist was riding his motorbike across the railway when he was struck by a train travelling from Swindon to Gloucester, and died shortly afterwards.


The crossing, which is over two railway tracks, links an unclassified tarmac road on the northern edge of Frampton Mansell with a track running through farmland towards Sapperton. The unstaffed crossing is provided with simple swing gates, and signs which give warnings and instructions to users on how the crossing is to be used safely. On each side of the crossing are located telephones which are linked to the signalling centre.


RAIB’s investigation will identify the sequence of events which led to the accident and any factors which may have influenced the actions of the user. It will also examine:
  • Network Rail’s management of the crossing;
  • the history of the crossing; and
  • the permitted uses of the track and road on the approaches to the crossing.
RAIB’s investigation is independent of any investigation by the safety authority (the Office of Railway Regulation).
RAIB will publish its findings, including any recommendations to improve safety, at the conclusion of its investigation. These findings will be available on the RAIB website.

Press Release THE WEST SOMERSET RAILWAY PUBLISHES ITS CORPORATE PLAN FOR 2014 - 2023.(WSR).


 The West Somerset Railway PLC launched its 10 year Corporate Plan at the 2014 Annual General Meeting.  This follows an extensive process of consultation and engagement with a wide range of WSR railway interests and stakeholder organizations.  The Plan sets out the vision for the PLC and the operation and development of the Railway up to 2023 and contains a wide range of proposals, plans and aspirations to maintain the West Somerset Railway as a vibrant preserved heritage railway together with its contribution to the local tourism and leisure industry.
John Irven, PLC Chairman said "The Corporate Plan sets out an ambitious but achievable direction of travel for the Railway over the next few years.  The PLC Board is confident that we have the support of the majority of organizations involved with the WSR together with our major external partners in seeking to deliver the Plan.  We are looking forward to making progress in seeking to maintain the sustainability of the Railway and enhancing its appeal and attractiveness to enthusiasts and the general public alike".
The focus will now be on developing deep three-year business plan to be implemented from January 2015 onwards.

Bombardier Wins the 2014 SNCF Trophy for Best Manufacturer and Site

  • The Francilien fleet is currently the best performing fleet in Ile de France
 
Rail technology leader Bombardier Transportation has won the 2014 SNCF Trophy in the category Best Manufacturer and Site. Jean-Marc Larivoire, Director of SNCF Rolling Stock, visited Bombardier’s Crespin site to present the trophy in person to the Francilien and site teams.
 
This trophy confirms the high customer satisfaction for the Francilien project. It rewards the efforts the teams have put in to bring the Francilien to the expected level of reliability and quality while ensuring good availability of the trains in operation. Line H currently achieves a punctuality level of more than 95%, the best score on the entire Ile de France network.
Bombardier succeeded in delivering three trains per month, with an unprecedented level of quality for the Crespin site, even better than for the emblematic AGC contract, with a record of less than  30 reworks per train.
 
This outstanding result is the fruit of the joint constructive efforts of all Crespin departments – engineering, production, bogies, commissioning, quality, procurement – supporting the project team. Over 300 people were fully dedicated to the Francilien. In addition, suppliers and subcontractors did their best to follow the pace in terms of delivery and quality.
 
“Crespin employees made considerable efforts to reach this outcome, and this trophy is a very rewarding and encouraging message from our client SNCF,” said Jean-Baptiste Eymeoud, Head of Projects, Continental Europe, Bombardier Transportation. “Driven by a strong commitment, Bombardier teams along with our suppliers turned this challenging commissioning of such a new ultra-modern highly automated commuter train into a success now recognized by passengers and customers.”
