Network Rail failing to deliver plan to recover long distance rail performance

The Office of Rail Regulation (ORR) has today published its quarterly report showing that Network Rail is failing to deliver its plans to improve punctuality on long distance rail services.
Network Rail’s plans to ensure improvements, which were accepted by the regulator three months ago, followed a warning to the company to deliver better levels of punctuality for passengers on long distance train services or face a substantial penalty. But ORR’s analysis of Network Rail’s performance between 1 April – 21 July 2012 shows that while performance is improving for most long distance operators, there are serious problems affecting some services.

At the end of this quarter, 88.9% of long distance trains arrived at their final destination within ten minutes of the advertised time – 2.2 percentage points below where punctuality should have been at this point in the year, and 0.4 percentage points below that set out in Network Rail’s recovery plan.

ORR has requested that Network Rail quickly identifies what has gone wrong and explain how it will recover the position for 2012-13. When this has been completed, the rail regulator will consider what further action to take. However, if the company fails to deliver the 2013-14 target it will face a substantial financial penalty. The size of any financial penalty will reflect the extent of Network Rail’s failure to meet the commitment, increasing by £1.5 million per 0.1 percentage point it drops below the 92% punctuality target.

Overview

We are increasingly concerned that Network Rail is not delivering for its passenger train customers in the long distance and London & South East sectors. Across the network, asset management issues that need to be addressed include a deficient fault management system and a backlog of bridge assessments. Enhancement project delivery has been good.

Passenger train performance

Performance is improving for some operators but there are serious problems affecting Virgin and CrossCountry services. Network Rail needs to identify quickly what has gone wrong and act to correct it if it is to avoid further regulatory action. We have already decided it should pay a substantial penalty if targets are missed in March 2014, but that does not mean performance today is any less important. We are increasingly concerned about risks to performance in the London and South East sector. We are assessing Network Rail’s plan to recover performance.

Freight train performance

Network Rail is working constructively with the board to deliver its recovery plan and to reduce delays to freight services. We are now considering the recovery board’s advice as to whether Network Rail is doing enough and complying with its licence.

Asset management

Network Rail monitor Q1 2012-13 - Asset managementA recent study has highlighted deficiencies in Network Rail’s fault management system which underpins effective maintenance; we need to know urgently how and when it will address these. Network Rail is unacceptably behind with making and recording condition inspections of its structures. We have also told the company it needs to deliver its plan to clear a backlog of bridge strength assessments. Nationally, delay minutes due to infrastructure incidents are broadly consistent with last year.

Developing the network

Thameslink key output 1 was achieved this quarter, with the completion of the bay platforms at Blackfriars station. We are focusing on monitoring a small number of schemes we judge to be at higher risk, but overall Network Rail is managing risk well.

Disruption
