Towards a more efficient railway – Richard Price’s Beesley Lecture

At the Institute of Economic Affairs’ Annual Beesley Lecture in London, Richard Price, Chief Executive at the Office of Rail Regulation (ORR), emphasised that the rail industry needs the freedom to innovate, to deliver better value for money, and to make rail more attractive for passengers and freight.

76084's Heart has a Beat
Our Boilersmith, Adam Dalgliesh, of Adam Dalgliesh Engineering Limited has worked hard to get the heart of our locomotive restored to working order. Given that we wanted to make the Shareholder’s Open Day (click the link to see photos) really special the first target set was to have the boiler hydraulically tested, passed its out-of-frames steam test and in the frames under light steam for this annual event. In other words 76084 looking like a locomotive. One or two unforeseen issues meant that we had to step back from this target and reassess the boiler restoration timetable.
What was achieved for the Shareholders was that all the tubes were installed and the boiler hydraulically pre-tested reaching a pressure of 295 psi on Wednesday 24 October 2012. Then on the following day, it underwent its official hydraulic test in the presence of the boiler inspector, which it passed with flying colours. A boiler’s 10-year certificate starts from the day of a successful hydraulic test.
Out-of-frames steam testing commenced the day afterwards with the first fire being set and lit in the boiler’s firebox for the first time in 45 years on the 25 October 2012 – an historic day for the project. The object of this testing is to raise the temperature within the boiler to allow expansion and then cooling to see if the contraction brings about any leaks. As at 3 November the boiler had been to full pressure with no leaks evident and the safety valve calibrated for the correct pressure. The cycle being repeated several times until the inspector is satisfied, the boiler tubing etc has settled in. Only then can the boiler be lifted into the frames for final connection to all the necessary pipework. It is anticipated that the boiler lift will be achieved by mid- to late November. In-frames testing will then take place to ensure that new pipework connections are leak-free.
Cladding sheets for the boiler have been delivered to site and will be installed after the necessary insulation is applied to the barrel and firebox areas.
The Board and all the Shareholders would like to thank Adam and his team for the tremendous effort put into getting the boiler ready in the tight timescale allowed.
