Consultation launched on reducing environmental impact of High Speed Two
16 May 2013
The planned high speed rail line between London and the West Midlands moved another step forward today with the launch of a consultation on the project’s draft Environmental Statement (ES).
The consultation on the draft ES seeks views on an initial assessment of the effects of the new line and the plans that are being put in place to minimise them during the building and operation of the railway.
A series of 26 public information events on the draft ES is being held along the 140 mile route in May and June. At these events the local communities can look at detailed maps of the area affected, read the consultation materials and discuss the proposals in more detail with the HS2 Ltd team.
HS2 Ltd chief executive Alison Munro said:
“HS2 is one of the most significant infrastructure projects undertaken in Britain in many years. It is an engine for growth that will bring a significant economic dividend in the decades ahead. We estimate that the full network between London, Leeds and Manchester will help support the creation of around 100,000 jobs, while freeing up much needed space on the railway and improving transport connections between our biggest cities.
“But we recognise that a project of this scale can’t be delivered without having an environmental effect and causing disruption to people living along the network. The consultation we are launching sets out our current understanding of what effects the new line will have and what we propose to do to minimise them.
“I encourage the public to visit our information events and contribute to the consultation because it is important that we hear their views.”
West Midlands information events:
In addition, earth removed for track laying could be used beside it as noise-absorbing bunds, cutting the amount of earth that has to be transported and therefore reducing the number of tipper truck journeys, meaning less congestion, disruption and pollution.
Around 70% of the line’s surface sections between London and the West Midlands will be insulated by cuttings, landscaping and fencing, helping it to harmonise it with the landscape.
The draft environmental statement is open to full public consultation with responses required by 11 July 2013. Public consultation on the draft ES is not a statutory requirement but the Government has recognised the importance of ensuring widespread engagement on the scheme.
Its publication is a key stage in the project as it helps prepare the formal Environmental Statement that is essential for the hybrid bill – effectively the planning application for the project – due to be published later in 2013.
