Grayrigg statement (Office of Rail Regulation) 29th February 2012

This is the Office of Rail Regulation (ORR) statement issued following today’s first hearing of the ORR prosecution against Network Rail for breaches of health and safety law which caused a train to derail near Grayrigg in February 2007, killing one person and injuring 86 people.

 A spokesperson for the Office of Rail Regulation (ORR) said:
 "The Office of Rail Regulation's prosecution of Network Rail for breaches of health and safety law which caused a train to derail near Grayrigg in February 2007, killing one person and injuring 86 people, had its first hearing today at Lancaster Magistrates’ Court.
 "Network Rail pleaded guilty to one charge under section 3(1) of the Health and Safety at Work etc Act 1974. The court has committed Network Rail to Preston Crown Court where a sentencing hearing will take place on 2 April 2012.
 "Our thoughts are with the family of Mrs Margaret Masson and all those involved in this incident. ORR will do everything it can to ensure that the prosecution proceeds as quickly as possible."

The International Railway Journal reports that the Mayor of London, Mr Boris Johnson, says that some key lines on the London Underground (LU) network will be fully automated within two years, with several others set to follow by 2018.
Under the plans the Northern Line will be fully automated by 2014, and the Metropolitan, Circle and Hammersmith and City lines by 2018. Docklands Light Rail (DLR) is London's only driverless service at present. Automated trains already operate on the Victoria, Central and Jubilee lines, but they do so with drivers.

ALTERNATIVE SOLUTIONS CONSIDERED TO DELIVER A BETTER RAILWAY (Network Rail) 29th February 2012

Network Rail is to look at three alternative rail solutions as part of its continued efforts to deliver a better value-for-money railway.
Tram and train, community rail initiatives and more innovative ways of replacing diesel traction with electrically-powered trains will all be studied in more detail as part of the company’s alternative solutions route utilisation strategy (RUS).
To further develop the strategy an invitation is being made to all of Network Rail’s partners, customers and other interested industry parties to submit their ideas.
This approach differs from previous RUSs and the submissions will help shape a second draft which will go out to formal consultation in the summer.
The three alternatives being looked at by Network Rail to see if different ways of working can help the industry become more effective and better value for money are:

  • Can the application of tram or tram train technologies (such as the tram train concept) deliver savings in capital, operating and maintenance costs, whilst simultaneously delivering improvements for passengers?


  • Are there cheaper and more innovative ways of replacing diesel traction with electrically-powered trains?


  • To what extent can the further development of community rail initiatives provide locally applicable opportunities for adding value to railway operations?

Paul Plummer, Network Rail’s group strategy director, said: “The railway industry faces a constant challenge to deliver value-for-money. It is only by rising to that challenge that the industry can continue to play a significant role in transporting people and goods in an efficient, sustainable and environmentally friendly way.
“This draft RUS is an opportunity to further explore three key areas which could help us achieve these objectives. All responses received will be considered and will help influence a second draft which will be published for consultation later in the year.”
The consultation will last for 60 days starting on Tuesday 28 February and closing on 30 April 2012. Network Rail will write to a wide range of partners and interested parties informing them of the consultation asking them to submit their ideas to networkrusalternativesolutions@networkrail.co.uk.

RAILWAY ARCHIVES BROUGHT TO LIFE ONLINE (Network Rail) 29th February 2012

Historic images of the original architectural drawings of the Forth Bridge, Paddington station and even Isambard Kingdom Brunel’s signature have been captured and published for the first time on a new Network Rail virtual archive, bringing together 19th century engineering and 21st century technology.
The website www.networkrail.co.uk/virtualarchive celebrates the heritage of today’s railway infrastructure and provides public access to view a special selection of the Network Rail archive, which holds over five million records.

Visitors to the site can chart the history of the railway’s most significant structures and stations including the Forth Bridge, the Tay Bridge, Box Tunnel, and many main line stations. The archive holds records by the most famous railway engineers including Isambard Kingdom Brunel, Robert Stephenson, Joseph Locke and William Henry Barlow.

Network Rail’s archivist Vicky Stretch explains why the online archive is so important: “The history of the railway is so fascinating with some of the oldest records dating back to the 1680s and Charing Cross station with Sir Christopher Wren’s signature. The drawings and documents we hold are an absorbing window to understanding the incredibly detailed and beautiful architectural work carried out by some of the world’s greatest engineers, and are still important for engineers working today.
“We can’t yet showcase anywhere near the five million records we hold but we’ll publish new images and documents all the time and through the ‘ask the archivist’ and blog sections we can share more. We hope this will be a great resource for enthusiasts, historians, architects and students alike. Now everyone can enjoy these amazing drawings and historical documents and learn more about how the railways made Britain what it is today.”
While the drawings date from the earliest days of the railway they are still useful operational records today, as many show information such as foundations and original construction details. The drawings signed by Brunel of Box Tunnel tell us exactly how that tunnel was constructed and this is still important to the running of the railway today.
The oldest records Network Rail holds are from the deeds collection. This collection charts the history of all the land the railway is built on. A set of deeds from 1684 relating to the land Charing Cross is now built on, bears the signature of Sir Christopher Wren (land he once owned was in the 19th century sold to the railway).
With only a small section of the five million articles available for the first phase of the virtual archive, visitors are invited to ‘ask the archivist’ questions about the collection. Enthusiasts can also for the first time purchase a print of their favourite railway image. Network Rail is working with Mediastorehouse to enable people to buy or licence high quality digital images for instant download as well as prints (including framed prints and canvases), key rings, magnets, mugs, mouse mats, jigsaws and greetings cards. All profits from this commercial activity will go back into helping Network Rail manage, maintain and improve Britain’s railways.
The website also has social media sharing functionality, which encourages people to share images with their friends and families.

Mayor brings London’s rail industry together to get set for the Games (ATOC) 29th February 2012

Transport for London (TfL) and the train companies serving London have today met with Mayor Boris Johnson at the third Mayor’s Rail Summit at City Hall, confirming their plans to ensure London is kept moving and open for business during the 2012 Games.
Attendees of the summit, chaired by the Mayor, pledged that the close working that has been established between TfL, the train companies and other Olympic partners will continue and intensify in coming months to support world-class events this summer.
The train companies have signed up to provide thousands of extra services during the Games - running longer trains, earlier services to ensure spectators can get to morning events, and additional late-night services to get spectators home at night.
Javelin services will ferry an estimated 25,000 people each hour to and from St. Pancras International and Stratford International and the Tube will run around an hour later than normal during the Games, with extra services later in the evening on the busiest days. Network Rail’s Games timetable was published in July of last year, a year in advance rather than the usual 12 weeks, to allow spectators to plan their travel well ahead.
Network Rail is suspending all disruptive engineering works on rail routes serving Olympic venues and other suburban rail in London from the end of June to early September – covering both the Olympic and Paralympic Games. Transport for London is also suspending all planned weekend engineering closures on the Tube and DLR networks during the summer.
The London Overground Network, which serves Games venues in Stratford and Wembley, has been extended and upgraded, with new stations and a fleet of new trains. A whole new branch of the Docklands Light Railway has been constructed and completed a year ahead of the Games - with additional high frequency services and four brand new fully accessible stations including the new Stratford International station at the gateway to Olympic Park. Other huge improvements have been delivered across the network, with further capacity upgrades and the redevelopment of Stratford regional station.
Planning is underway to manage busy Network Rail / London Underground Interchanges like London Bridge, Victoria, Charing Cross and elsewhere, and a public awareness campaign urging people to plan their journeys to ‘get ahead of the Games’ has now been launched across country.
Mayor of London, Boris Johnson, said: “We are now entering the final straight of our preparations to ensure we put on the greatest show on earth this summer.
“Transport is a vital element and the required upgrades have been completed, lines extended, and plans put in place for extra services to meet surging Games-time demand. But we are not complacent and this gathering of key transport bodies is seeking to ensure unprecedented coordination is in place, that no stone has been left unturned or eventuality unprepared for."
Tom Smith, Chairman of the Association of Train Operating Companies, said: “Transport will be key to a successful 2012 Games, and providing a world class service is very much a team effort. Train companies are committed to playing their part in ensuring that the Capital’s railways and passengers are fully prepared for the Olympics and Paralympics, helping spectators get to and from events while continuing to offer the services that keep millions of regular customers moving each day.
“In addition to our commitment to delivering first rate transport for the Games, today we have agreed on a range of measures to keep on improving services for Londoners across the board, making rail travel easier, quicker and more reliable.”
Significant progress has been made over the last 12 months since the last Mayor’s Rail Summit, including the continued successful roll-out, and rise in popularity, of Oyster pay as you go (PAYG) on National Rail services. Since its introduction, train companies have been working with TfL to improve the service, particularly for passengers who forget to touch out at the end of their journey, with a new system which uses information on passengers’ travel histories to complete journeys automatically if they do not touch out, preventing regular users from being charged the maximum fare. Hundreds more cycle parking spaces have also been installed and thousands of pounds have been invested in access improvements at stations across the Capital.
At today’s meeting a further series of improvements were set out to make rail travel across the Capital even better over the coming year. These include:
• To continue improvements to Oyster PAYG on National Rail services, including an online customer account through which passengers can check their journey details and charges, and request fare changes directly from the Oyster help centre.
• Smarter ticketing for Londoners: work will continue to develop contactless bank card technology, allowing passengers to travel without the need to pre-purchase tickets or load money onto their Oyster.
• Better information for passengers during disruption: A series of improvements introduced by operators over the last year – including email and social media alerts and staff training – will continue with a raft of measures in 2012.
• The Mayor and train companies will work together to seek sustained and continued investment to improve transport in London and meet the expected rise in demand in coming years.

Note:
Oyster PAYG was extended to all 350 national rail stations in January 2010. Since then the number of journeys made using Oyster PAYG has steadily increased. At last year’s Mayoral summit, train companies agreed to remove the Oyster Extension Permit system after feedback showed passengers found it confusing. In 2011, journey numbers rose by 45%, from 83million to 120million journeys, and reached an all time high last month.

Collaboration is the key to meeting challenges ahead – Richard Price (ORR) 28th February 2012

As Great Britain’s railways stand on the eve of a critical phase of reform, the industry must work together to meet the big challenges ahead, Office of Rail Regulation (ORR) Chief Executive Richard Price said today.
 Speaking at the Waterfront Rail Industry Reform Conference in London, Richard Price praised recent moves to bring the railways closer to local communities through Network Rail’s devolution, as well as industry-led initiatives like ‘alliances’ between train operators and Network Rail as the railways step-up efforts to improve efficiency. He also looked ahead to the government’s forthcoming rail Command Paper, which will outline the vision for the GB’s railways, and the current periodic review, which sets the plan for the railways between 2014-19, as crucial means towards achieving £2.5billion annual savings ORR will be looking for the industry to deliver by 2019.
 Richard Price said:
“Taxpayers and rail users quite rightly expect quality services and value for money – and our prime motivation, our driving force, must be to ensure that they get what they pay for through their taxes and through the farebox.
“I firmly believe that this requires a collaborative whole-industry approach between Network Rail and train operators. The periodic review provides an ideal opportunity for us to turn ambition into action. The goals that we set Network Rail will be tough and challenging, make no mistake. We will be on their case to make sure they deliver.
“But it is how the industry performs as a whole, how it establishes partnerships, how it shares risk and reward so that interests are aligned around improving efficiency and performance, that will make the difference. Network Rail will be the focus of the Periodic Review, but the industry as a whole needs to work together to get results across the system.
“ORR is looking to the industry to take the initiative. Our interest is in efficiency and in what is delivered, while interfering as little as possible in how it is delivered.”

The Selby rail crash (also known as the Great Heck rail crash) was a high-speed train accident that occurred at Great Heck near Selby, North Yorkshire, England on the morning of 28 February 2001. 10 people were killed and 82 people suffered serious injuries.

A London Underground train has crashed at Moorgate, killing the driver and at least 29 passengers and injuring
more than 70 in the worst-ever Tube disaster. The 0837 train from Drayton Park to Moorgate was packed with
commuters going to work when it overshot the platform and ploughed into a dead-end tunnel at 0846.
Passengers on platform nine said the train appeared to shudder and accelerate as it arrived at the station.

According to a www.rail.co report, more disabled people are making use of the railways.
ATOC research shows that journeys using the Disabled Persons Railcard (launched in 1981, and offering nearly a third off most ticket prices) totalled 3.5million, up nearly 3 times from the 1997 level.

And the cost of car ownership and travel is encouraging more young people to take the train.
ATOC figures show that increasing numbers of young people have a 16-25 Railcard and their journeys have increased by 60% since 2007.

New transport interchange for Rochdale is given go ahead (DfT) 24th February 2012

Construction of Rochdale’s new multi-million pound transport interchange can begin after the scheme, worth over £11m, was given final approval, Local Transport Minister Norman Baker announced today.
The new interchange will improve safety and security for bus passengers and will link directly with the new Metrolink extension currently under construction.
The interchange will be on the site adjacent to the existing bus station and next to the new Council offices currently under construction. It will replace the current 1970s bus station under the multi-storey car park. The site of the existing station will now be redeveloped as part of the wider £250m town centre redevelopment plans.
Norman Baker said:
“I am in no doubt that this new station will encourage more people to travel by bus in and around Rochdale which is why we’re putting nearly £7m into this impressive scheme which will support growth and cut carbon.
“Having visited the bus station, it was clear to me that action had to be taken. The new station will be a significant improvement on the current facilities – the dark and dingy atmosphere is not the welcome you want when you arrive into town – and will also allow redevelopment of the existing site which will bring some 1,500 new jobs into the town.”
Councillor Andrew Fender, Chair of the Transport for Greater Manchester Committee, said:
“The Rochdale Interchange will be a distinctive new landmark, and along with the Metrolink extension is crucial to the wider regeneration of Rochdale town centre.
“The Interchange will give Rochdale the brighter, safer and more modern transport facilities the town deserves – and it will be greener too, as the innovative hydropower scheme we’ve installed nearby provides the Interchange with an environmentally-friendly energy source, reducing its carbon footprint.”
The Rochdale Interchange was one of 20 schemes given initial approval in the Chancellor’s Autumn Statement at the end of the last year. This is the first of those schemes to reach final approval, which means that all statutory powers have been sought and contracts approved. Work can now start on the main construction works with the new bus station scheduled to open in summer 2013.

Notes:

  1. Today’s announcement grants Full (final) Approval to the Rochdale Interchange scheme enabling work to begin.
  2. The new interchange is scheduled to open in summer 2013 with the adjacent Metrolink terminus opening in 2014.
  3. The Department will provide £6.972m towards the full scheme cost of £11.5m.

The first part of 2012 have gone with a bang, we have had a fantastic start to the year! We think our current success will only improve, as we have taken on several new members of staff, to look after merchandise, photography and the website we are sure we can build on our great start to the year.

We have already secured stands at various exhibitions from which we hope to raise considerable funds, allowing us to move our appeal forward with every day that passes. Please keep an eye on our calendar for more information.

Future Priorities for the WCML. (Network Rail/Passenger Focus Report) 22nd February 2012

"Future Priorities for the WCML: Released Capacity from a Potential High Speed Line"
is the title of a report from Passenger Focus and Network Rail.

Colin Foxall, Passenger Focus Chairman, in the foreward to the 76 page report, notes that if the new high speed line goes ahead, real improvements could be made on the existing services on the West Coast Main Line. Views of both rail users, and car users, was sought in compiling the report, which will be used by Network Rail to identify areas where significant improvements could be made for the benefit of future rail users.

Justine Greening’s idea of going along to the Network Rail members meeting to cast her vote against the bosses’ bonuses exposes the ridiculous nature of the structure of the industry. Here is the person representing the interests of the government, which puts £4bn subsidy into the industry, casting her vote which has the same weight as Les from Dorking and Doris from Droitwich who happen to be members because they like the quarterly opportunity to mix with the hobnobs while quaffing cucumber sandwiches in a three star hotel.
In a way, I rather like Ms Greening’s gesture and it certainly is not her fault that she is placed in this ridiculous position. But it shows up her naivety because it is not good politics, nor does it make any sense. It is part of the wider phenomenon of started in the Thatcher era of trying to extract government out of any involvement in industry,and therefore there has to be a pretence that the railways are nothing to do with ministers. Hence, she is just one voice among all the others.
In truth, of course, this is patent nonsense. One would rather like the person responsible for the taxpayers’ input to throw their weight around rather more than just one vote out of a 100 or more. This is, I’m afraid, gesture politics at its worst. Hopefully, Ms Greening will reflect on that when she completes the long awaited paper on the future structure of Network Rail.
